Purpose of the Programme:
Support the strengthening of central and county capacities in the responsible transfer and use of resources for the achievement of local economic development at county level.
Qualifications and skills
The expert must have a Masters degree in the Social Sciences preferably in the field of Public Administration. Or Political Science experience of at least 5 years. Working experience in Kenya as well as an understanding of Kiswahili would be an advantage. Fluency in spoken and written English is a prerequisite.
General professional experience
• Knowledge and experience of project cycle management and budget oversight.
• Experience in monitoring of decentralization projects.
• Previous experience as Programme Coordinator.
• Experience in monitoring of decentralization projects.
• Previous experience as Programme Coordinator.
Specific professional experience
• At least two (2) years of experience in Technical Assistance to the design and implementation of devolution.
• Five (5) years or more of professional experience in the area of international development.
• Five (5) years or more of experience in budget management.
• Five (5) years or more of professional experience in the area of international development.
• Five (5) years or more of experience in budget management.
Length of project: 2 years
Anticipated Project start date: September 2015
Project Location: Nairobi and the 10 counties to be selected for the implementation of the locally economic development grants.
