Project Manager

JOB SUMMARY:
CARE and her co-applicants the Family Health Options Kenya (FHOK) and Kisumu Medical Education Trust (KMET) with funding support from the European Union, the Austrian Development Cooperation and CARE Österreich, aims at improving Maternal, Infant and Young Child Nutrition, including nutrition of women of reproductive age in Siaya County. This project puts forward a three-prong strategy to achieve its goals: First, ensure both state and non-state actors have greater capacity (including human capacity) and improved skills and systems to respond to maternal and child nutrition needs; secondly, ensure targeted communities are informed and empowered to demand, access and utilize quality maternal and child nutrition services; and third, ensure enhanced political commitment and good nutrition governance in the Siaya County.
The Project Manager will provide overall management and technical leadership in support of the project team, and ensure the delivery of an integrated project. He/she will ensure the project meets its expected results. He/she will be responsible for day to day staff management, overall management of program resources and program monitoring and reporting. He/she will act as the liaison with County Health Authorities, Partner agencies staff and in consultation with the supervisor, EU staff. The PM also plays a coordination and liaison role with other key players in the technical Nutrition, MNCH, and SRH programs in the county and country, including representation in TWGs. Overall, the PM will be responsible for managing the Program Management Unit and realise the successful implementation of the project, ensuiring that all program performance indicators are met, all contractual obligations are realized and accounted for, documented and reported.
A key indicator of success for the PM will be the realization of an harmonized program within the consortium, high quality and innovative programming informed by program needs and performance targets, realization of full contract compliance including and not limited to achieving performance targets and results for the program and progressively achieving time bound performance outputs and outcomes, providing team leadership between CARE, FHOK and KMET hired staff in the program management unit and broadly ensuring the prime maintains a coordinated and synergistic consortium and the achievement of a coordinated and well perfoming program using innovative and high quality models, achieves effective partnerships with County Health Systems and other partners where working modalities are streamlined through formal partnership memorandums as well as cordial partnerships in day to day operations of the program. Besides, achieving positive community responses to the interventions for uptake of program services and achievement of outputs and overtime, outcomes. Other success indicators will be the operationalization of the program systems including robust and functional M&E, standard operating procedures for quality programming in all technical and thematic areas, effective management of program resources (human, financial and non financial), effective and timely communication with supervisor, consortium, working technical committees, synergies among senior and lower level technical and non technical staff team within the program, effective and timely communication and feedback to partners and stakeholders, mentorship and motivation.
TASKS AND RESPONSIBILITIES:
1. Coordination of Maternal, Infant and Young Child Nutrition activities at facility and community level within geographical coverage allocated.
1.1. Through a participatory process, develop and maintain updated program detailed implementation plans in line with approved program contractual documents (proposal, logical framework, plans and contract) and manage timely implementation and regular reviews.
1.2. Ensure proposed program changes to contractual documents are communicated in advance to supervisor and that prior approvals are processed accordingly before they can be implemented
1.3. Lead a highly performing program team that enhances delivery of maternal and child nutrition services as per the program application in all supported health facilities and communities within project area in line with project plans.
1.4. Coordinate all project activities and ensure achievement of results as set out in the project log frame, demonstrating progressive achievements of time bound targets and performance results.
1.5. Provide primary liaison with County Health Authorities for synergistic and coordinated project delivery.
1.6. Ensure the building of necessary partnerships for successful implementation of the project.
1.7. Develop and support implementation of quality capacity building plans to state and non-state agencies (including communities) on maternal and child nutrition as per the approved program documents, national standards and informed by capacity needs assessments, based on objective needs assessments.
1.8. Operationalize program coordination plans including ensuring working teams are in place and effectively engaged (such as project steering team, technical teams i.e. M&E team) to ensure quality and participatory contributions to the program success.
1.9. Provide mentorship to project staff on program quality areas, data management, analysis and reporting
1.10. Takes leadership in developing and/or adopting project quality standards and minimum standards for quality project delivery.
1.11. Provide support in the review of budgets and budget narratives for consistency with proposal provisions, CARE budgeting considerations and EU budgeting guidelines.
1.11 Provide technical program support in areas of Gender mainstreaming, MNCH and reproductive health, for quality interventions and enhanced beneficiary vulnerability response.
1.12 Represent CARE on county and national level in areas of MNCH, RH, Nutrition working groups and inter-agency coordination forums and other relevant forums.
1.13 Ensure that CARE actively participates in the Scaling Up Nutrition (SUN) movement at National and County levels.
2. Monitoring, Evaluation, Learning, documentation and Data for decision making.
2.1 Coordinate analysis and compilation of quality and timely project reports by critically analyzing project data and performance results reported against set indicators, and identify and address gaps in meeting program quality, performance standards and targets. Also ensure timely response to all data queries arising from facility and community based indicator performance.
2.2 Training and orientation of county health staff, community health volunteers and other collaborating partners on data requirements for the program at facility and community levels.
2.3 Continuously track project achievements against set targets, and using the data to develop action points for enhanced performance.
2.4 Identify and document challenges in implementation that would have negative impact and/or undermine the performance of the program, identify solutions and implement actions on timely basis to avert negative performance in consultation with other program team members.
2.5 Maintain an updated project data base for all project beneficiaries.
2.6 Coordinate and supports capacity building of staff on areas of monitoring, evaluation and program quality improvement.
2.7 Document project case studies and promising practices and share these in project reports, national and international forums and journals.
2.8 Support regular project evaluations including baseline, midterm and end term.
3 Partnerships development and administrative support
3.1 Provides overall project level leadership and ensure adequate coordination between CARE, its partners, the County Government, National Government agencies, Communities and other stakeholders.
3.2 Ensure team work, program quality and performance for the project team.
3.3 Represents the project and CARE in various county and national forums
3.4 Identify and sustain strategic partnerships, contacts and linkages to ensure effective programming
3.5 Organize and attend meetings, workshops, presentations and different fora on behalf of CARE and the project both within and without the organization.
3.6 Establish and maintain a good working relationship with other CARE colleagues and project staff, Partner agencies, County government, MOH, CBOs, collaborators, other stakeholders and enhance CARE image.
3.7 Liaise with the County authorities, GoK, CBOs, collaborators and other stakeholders as appropriate.
3.8 Represent CARE in relevant community development planning meetings.
3.9 Actively participate in joint project sessions convened by the project leadership teams as called from time to time.
3.10 Enhance team work and synergy in programming and CAREs activities.
4 Ensure proper utilization and maintenance of Project and CARE resources.
4.1 Managing and accounting of project advance in accordance with CARE’s Finance policy.
4.2 Ensure safety and proper use of all CARE property in your possession including motorcycles, vehicles, computers and other equipment.
4.3 Ensure proper utilization and maintenance of CAREs properties and assets and ensure that defects are detected and repaired in a timely manner.
4.4 Familiarize and work within CAREs regulations and policies and adhere to them during implementation of project activities.
Donor Relations
4.5 Primary contact role to the EU delegation in Kenya as regards the project.
AUTHORITY:
  1. Spending Authority: 400,000
  2. Supervision: Project Officer, Project driver
  3. Indirect: Implementing partners Project Officers and accountants, and collaborators
  4. Decision Making: on all areas of project implementation in consultation with supervisor

WORKING CONDITIONS:
  • Shall be based Siaya County, which has a moderate climate
Academic qualifications:
  • BSC in Environmental Health, Nutrition, Nursing or other health Sciences.
  • At least five (5) years’ experience in health related work, especially maternal and child nutrition projects, in an NGO or Government setting.
  • Ability to work with minimum supervision
  • Good interpersonal, people management and communication skills Working knowledge of MS computer packages
