Livelihood Assistant

The International Rescue Committee has been working in Somalia since 2006, providing essential services to conflict and disaster affected communities. The IRC has been operational in Central Somalia (Mudug and Galgadud regions) and Mogadishu implementing interventions in the areas of Livelihood, WASH and Health reaching out to more than 200,000 conflict and drought affected people.
SCOPE OF WORK
The Livelihood Program Assistant will work under the direct supervision of the Senior Livelihood Officer, She/he will be responsible for the implementation, monitoring and reporting of the ECHO and OFDA programs in the Puntland region of Somalia. The position holder will also be expected to work closely with the rest of the IRC’s program and operations team in the execution of his/her duties.
SPECIFIC RESPONSIBILITIES
· Under the supervision of the Senior Livelihood Officer, undertake the timely implementation of all livelihoods related activities of IRC’s livelihood programs.
· Assist the field team in conducting field-based needs assessments and in the implementation, monitoring and reporting of the pastoral livelihood programs in Mudug / Nugal regions.
· Provide timely reports of activity progress, monitoring visits and assessments as may be required from time to time.
· Actively participate in community mobilization including organizing community meetings, beneficiary selection and nutrition promotion.
· Liaise directly with communities, elders and local authorities, as well as other agencies operational in Mudug / Nugal regularly to ensure coordination and effective implementation of activities.
· Support senior staff in drafting monthly, quarterly and annual project progress reports and submit to the field officers highlighting progress of activities, challenges and recommendations on way forward.
· Assist the livelihood field teams in essential logistical and procurement related activities.
· Perform any other duties as may be assigned by the supervisor.
GENERAL RESPONSIBILITIES
· Understand and adhere to IRC’s established policies and procedures for administration, finance, procurement, safety and security management, and project management.
· Adopt personal and professional conduct, which conveys IRC’s mission and mandate.
REQUIRED QUALIFICATIONS AND EXPERIENCE
· At least a diploma in community development, business management, Economics, Entrepreneurship or any other closely related qualification.
· At least 1 year proven experience working in livelihoods or community based programs preferably in Somalia.
· Ability to Multi –task and effectively handle stressful situations.
· Excellent verbal and written communication skills (fluency in both English and Somali required).
· Strong interpersonal skills and ability to establish and maintain effective working relations with a team.
· Proficiency in computer applications such as word processing, excel spreadsheets, e-mail e.t.c.
· Ability and willingness to work and travel throughout Puntland state of Somalia.
