Background
Danish Demining Group (DDG) is a unit within Danish Refugee Council (DRC), which was recently ranked as the number 1 humanitarian organisation in the Global Journal’s 100 NGO’s ranking for 2013, and as number 4 in the NGO-sector as such. DRC has operated in Kenya since 2005 and DDG since 2012.
Position’s Overall Objective
The role of Regional Finance Officer is to support DDG Regional office for Horn of Africa & Yemen with finance and project administration. Act as the focal point for DDG HOA compliance issues and ensure that all DDG HoA operations are implemented within acceptable DRC and donor guidelines.
Responsibilities and Tasks
To achieve the position’s objectives the Regional Finance Officer will perform the following tasks and undertake the following responsibilities:
Finance
- Responsible for QA cashbooks from the field office and ensure timely postings on Navision as per guidelines;
- Ensure that cash and bank reconciliations are correct;
- Support in preparation of program budgets, monitor budgets expenditure, cost projections, offer support and update to the Head of Programme Support on budget follow ups;
- Support Head of Programme Support in developing finance tools for monitoring and control of budgets;
- Monitor budgets expenditure, cost projections, offer support and updates to the Regional Director on budget follow ups;
- Update the Expat salary booking, local staff insurance and booking details of vehicles insured from HQ.
- QA the inventory lists for reporting;
- Verify and authorize payments against budget;
- Action approved re-booking requests from country programs;
- Manage and coordinate the cash flow between headquarters and field offices;
- Ensure that a proper and transparent filing of all finance-related documents relating are properly and transparently filed and updated in all field offices.
- Update Grant Management System regularly
Compliance
- Carry out internal financial reviews to ensure that DRC and donor guidelines are implemented and followed; including financial, procurement and administrative;
- Responsible for keeping an updated file and overview of authorizations / delegation of authority for whole region, including bank signatories;
- QA and ensure that finance vouchers within the region are scanned on time according to guidelines;
- Conduct partner capacity assessments. Induct partner organizations in DRC and relevant donor requirements and monitor their performance against such. Conduct partner reviews;
- Receive and review financial donor reports from budget holders prior to submission to donors;
- Additional tasks as assigned by the Head of Programme Support.
Reporting Arrangements Reports to the Head of Programme Support
Location
Nairobi with frequent travel within Horn of Africa and Yemen.
Duration
1 year contract with possibility of extension.
General
Commitments:DRC has a Humanitarian Accountability Framework, outlining its global accountability committments. All staff are required to contribute to the achievement of this framework
Qualifications
Essential:
· Degree in Accounting and at least 3 years relevant experience with an international NGO in grant accounting;
· Proven experience working with major donors EU, DfiD, SIDA, USAID, USAID, UN & DANIDA, among other donors;
· Audit background;
· Proven ability to prioritize tasks and meet deadlines;
· A pro-active person who is able to work independently and at the same time a good team-player;
· Excellent computer skills. Proficiency in excel is a key requirement;
· Excellent communication skills, calm and a good sense of humor;
· Proven commitment to accountable practices;
· Fluent in written and spoken English.
Preferable:
· Knowledge of working in Somali region or similar challenging environments;
· Experience in training non-finance staff.
Start date:1st October 2014 or as soon as possible
