Vocational Skills Training Assistants

Title:Vocational Skill Training Assistant (3 open positions) - Somali nationals only.
Location:Mogadishu, Somalia
Start of Contract & Duration:1 October 2014. (Six-month contract)
Background
Danish Refugee Council (DRC) is an independent, non-governmental organisation (NGO), founded on the basis of humanitarian and human-rights principles to ensure the protection of refugees and internally displaced persons (IDPs), and to promote long-term solutions to the problems of forced displacement. DRC has been working in Somalia since 1997 and implements protection, livelihoods and emergency response programmes throughout the country.
Within its broad project portfolio, DRC is working to facilitate the attainment of durable solutions for protracted IDPs, returnees and host communities in Somalia. As part of this strategy, DRC is implementing two projects in Mogadishu that include the provision of Vocational Service Training (VST) to:
  1. Protracted IDPs who expressed the intention to remain in Mogadishu (approx. 155 individuals);
  2. Host community members drawn from the pool of individuals who returned to their areas of origin Mogadishu in the past 48 months from locations of displacement within Somalia (approx. 25 individuals);
  3. A new caseload of voluntary returnees from abroad (approx. 30 individuals).
The beneficiaries of training programmes will be generally constituted by young women and men (16-30) who intend to upgrade their skills in order to access better employment opportunities in Mogadishu, or to start/upgrade their own business activities. All beneficiaries will receive apprenticeship support and job placement services; beneficiaries under group 3 (returnees from abroad) will additionally receive start-up and reintegration grants as well as legal counselling and referrals.
6-month training programmes will be provided through up to four local partner institutions starting from September 2014, based on the skills demanded by the local labour market and on the specific needs of the target groups.
Purpose
DRC is seeking 3 VST assistants to support and the implementations of the projects outlined above and to support DRC staff and external consultants in building the capacities of local VST service providers.
Key Responsibilities
Working in close collaboration with DRC staff and consultants, VST assistants will:
  1. Conduct regular monitoring visits to VST service providers and prepare simple reports for each visit following DRC templates;
  2. Assist service providers in regular and consistent monitoring of trainees to ensure regular attendance to training sessions and job placement activities;
  3. Provide career guidance, counseling and advice post-training job placement to beneficiaries;
  4. Prepare reports and keep records of trainees' grades, attendance rolls, and training activity details;
  5. Counsel trainees to help them understand and overcome personal, social, or behavioral issues affecting their positive participation to the VST programme.
  6. Ensure that service providers adopt market-based teaching methods and instructional materials meeting students' varying needs and interests, and according to the indications provided by the DRC team and consultant;
  7. Assists DRC staff and consultants in organising capacity building sessions with service providers;
  8. Other related duties as directed by the Durable Solutions Coordinator.
Reporting Arrangements
VST Assistants are supervised by the Mogadishu Area Manager and receive technical direction from the Durable Solutions Coordinator.
Personal Specifications
Essential:
Applicants are expected to be in possession of the following requirements:
  • University degree in Education, Business Administration, Economics, Social Sciences or related fields;
  • At least two years of experience in community-based work involving VST, counselling and livelihoods activities;
  • Experience in field monitoring and in working with partners and service providers;
  • Previous work experience in Mogadishu or in other urban centres in Somalia;
  • Good knowledge of spoken and written English and fluency in Somali.
