Cultural Orientation Coordinator
Reports to: RSC Africa Director Department: Cultural Orientation Location: Nairobi, Kenya Grade: 9 (I) Starting Salary: $55,000 Status: Exempt
RSC Africa The Resettlement Support Center (RSC) Africa operates a US refugee resettlement program in sub-Saharan Africa through a Cooperative Agreement with the Department of State/Bureau of Population, Refugees and Migration. RSC Africa is responsible for the preparation of refugee case files for adjudication by US Citizenship and Immigration Services (USCIS) officers, as well as the out-processing and cultural orientation of all approved cases. RSC Africa is administered by the Church World Service Immigration Refugee Program (CWS/IRP) and is based in Nairobi, Kenya.

Primary Purpose This is a full time, senior level position responsible for overseeing the cultural orientation (CO), interpretation and ESL services provided to refugees through RSC Africa. The position also serves on the RSC Africa leadership team and is a core member of senior management.
Supervision This position directly supervises the Curriculum Development Specialist, CO Field Team Supervisors, Program Specialist, Interpreter Training Specialist, ESL Training Specialist and indirectly the CO Field Team Leaders and Trainers. This position reports to the Director. Essential Duties
  1. Maintains a current knowledge of USRAP processing and domestic resettlement.
  2. Ensures compliance with the terms of the PRM Cooperative Agreement, PRM Program Announcements, CO Objectives and Indicators, the guidance of the Refugee Coordinator, and policies and procedures of CWS and RSC Africa.
  3. Oversees the hiring, training, support, and supervision of RSC Africa cultural orientation staff.
  4. Conducts formal observations of CO trainers together with CO Field Team Supervisors and the Curriculum Development Specialist.
  5. Oversees the development, implementation, and revision of all CO curricula, as well as the development of other related materials such as training materials, handouts and posters.
  6. Develops, designs and implements standard operating procedures.
  7. Oversees cultural orientation circuit ride scheduling, taking into consideration projected refugee departures, work schedules and personnel needs. Oversees the logistics of all cultural orientation circuit rides.
  8. Reviews office and field operations regularly and makes recommendations for improvements that ensure the security and integrity of the staff and the program, and allows for more cost-effective program implementation and more effective procedures for training refugees.
  9. Oversees the management, training and coordination of Interpreters through active support of the Interpreter Training Specialist.
  10. Oversees the management, training and coordination of English language training.
  11. Oversees the development and use of monitoring and evaluation tools that strengthen the efficiency and quality of the CO program.
  12. Prepares quarterly narrative program reports and reviews monthly statistical reports, as well as any other reports as assigned by the Director. Oversees the drafting of circuit ride trip reports and their distribution.
  13. Maintains effective relations with RSC implementing partners, including PRM, IOM, UNHCR,and domestic resettlement agencies.
  14. Represents RSC Africa with visitors and in presentations to the domestic resettlement network, PRM, and other partners regarding the cultural orientation program.
  15. Contributes to the development of the cultural orientation budget, taking into consideration projected refugee departures, and monitors expenses to ensure budget compliance.
  16. Serves as a liaison with the Center for Applied Linguistics (CAL) and monitors the CAL listserv, submitting responses when appropriate.
  17. Oversees the development of cultural backgrounders and program highlights as requested by CAL, PRM, and/or CWS.
  18. Contribute to the development of procedural guidance and overall RSC operations as an active member of the senior management team.
  19. Performs other duties as assigned to enhance the efficiency and quality of the CO program.
Qualifications Education: Bachelor’s Degree in a related field of study required.
Master’s Degree in a relevant field preferred.
Experience: 3.5 years related experience which includes USRAP (domestic and/or international), management and teaching and/or training required. Management experience at a senior level and previous experience working in US domestic resettlement or an overseas USRAP cultural orientation program strongly preferred. Previous experience living and/ or working in a developing country required. Previous experience working overseas and logistics experience preferred.
Knowledge/Skills: • Thorough knowledge of the US Refugee Admissions Program. • Strong computer skills in Microsoft Word, Excel, Outlook, Access and PowerPoint • Strong organizational and time management skills. • Excellent verbal and written English language skills.
Abilities: The CO Coordinator must have the ability to: • work independently, and manage a large and diverse workload under pressure with competing priorities • maintain high performance standards with attention to detail • work as a team member in a multi-cultural environment and represent CWS and RSC Africa as a member of senior management • travel in Sub-Saharan Africa on short notice under sometimes difficult conditions • conduct oneself in a professional and courteous manner at all times to represent the professional and institutional interests of the Church World Service and the Resettlement Support Center Africa • communicate effectively both verbally and in writing. • follow instructions from the Supervisor with a positive and receptive attitude; • deal effectively and courteously with a large number of associates, outside agencies, refugees and members of the general public; • conduct oneself in a professional and courteous manner to represent the best interests of RSC Africa and CWS/IRP; • maintain a high performance standard with attention to detail. • carry out all of the duties of the position efficiently and effectively with minimal supervision; • work independently and contribute to overall operations of RSC Africa; • manage a large and diverse workload under pressure with competing priorities; • analyze and solve complex problems and make sound decisions; • work well as a team in a multi-cultural environment while maintaining a high level of motivation; • effectively manage RSC Africa’s resources; • actively participate in the implementation of the U.S. Refugee Admissions Program (USRAP).
Working Conditions Physical: This position requires sitting, standing, walking, handling objects (manual dexterity), using fine finger movements and lifting/carrying light loads.
Environmental: Incumbents in this position will be exposed to marked changes in temperature and/or humidity, dust and infectious diseases and harsh weather climates.
The US Embassy rates Kenya as both HIGH in crime and HIGH in terrorism. Incumbents should fully understand the insecurities present within Kenya and the region.
Special Requirements US citizenship. Background check which includes references and an educational criminal check is required before the start of employment. A valid passport and the ability to maintain a valid passport throughout the entire appointment is required, which includes having enough passport pages for travel. The candidate should be of good health, willing and able to travel occasionally in often difficult conditions, and have a high degree of flexibility. Must be legally eligible to work and obtain a work permit in Kenya. Must have proof of Yellow Fever vaccination before traveling for RSC Africa. Employee will be entrusted with the receipt, custody and payment of money.
