The International Rescue Committee has been working in Somalia since 2006, providing essential services to conflict and disaster-affected communities. The IRC has been operational in South Central (Mudug, Galgadud, Banadir and Nugaal) regions of Somalia, implementing interventions in the areas of Livelihood, WASH and Health, GBV, Governance and Rights reaching out to more than 200,000 conflict and drought-affected population in these regions.
Scope of Work:
The Community Development Officer will work under the direct supervision of the Senior livelihoods officer. He/She will be required to manage, supervise and coordinate the implementation of all Community driven development (CDD) activities within assigned villages in South Mudug ensuring that all works and community acceptance are of high quality and in compliance with IRC policies and procedures.
Specific Responsibilities
· Manage and supervise all the CDD related activities in the assigned villages. Develop and monitor village level work plan and implementation of activities.
· Carry out community assessment and identify capacity gaps at the village level.
· Maintain strong community relationships, liaise directly with communities, elders and local authorities, as well as other agencies operational in the project areas regularly to ensure coordination and effective implementation of activities
· Carry out community mobilization activities including organizing community meetings, trainings and/ or workshops; Support and strengthen village institutions.
· Promote and support community participation and inclusive participatory processes (PRA, Community Action Plan, community monitoring, etc.)
· Hire and supervise Community Facilitators based in the field in the execution of the duties assigned to them.
· Compile timely and regular progress and circumstantial reports as required. Compile and maintain relevant data on partner communities.
· Perform any other duties assigned by the supervisor.
General Responsibilities
· Understand and adhere to IRC's established policies and procedures for administration, finance, procurement, safety and security management, and project management.
· Monitor and advise supervisor about overall security information in project areas.
· Adopt personal and professional conduct, which conveys IRC's mission & mandate; liaise with all national and international counterparts and maintain regular contact with them.
Required Qualification/Experience & Competencies:
· Advanced Diploma in Community Development, Social Work or related field.
· At least 3 years experience with community development, grassroots initiatives in rural areas, interacting with community members, and working/coordinating with government; preferably in Somalia.
· Fluency in written and spoken English and Somali.
· Practical knowledge of participatory community development principles and practices, including participatory planning, monitoring, and evaluation.
· Experience in advocacy, capacity building and community empowerment required.
· Experience in using Microsoft Office and general computer literacy.
· Experience working in insecure environments on politically/socially sensitive topics. Willingness to frequently travel to the field.
· Ability and willingness to work and travel throughout Somalia, particularly in Mudug.
