Organizational Context
The Africa Zone Disaster Management Unit (DMU) has the lead role on launch of IFRC response operations in support of national societies of the Africa Zone. The DMU is responsible for quality assurance of IFRC disaster management in Africa and provision of surge capacity to IFRC structures and National societies when needed. The work of the Africa Zone DMU is guided by the IFRC DM strategy for Africa 2013-2017 and the IFRC standard operating procedures for disaster response in Africa.
Job Purpose
To be responsible for continuous monitoring of upcoming and ongoing disasters as well as the broader geographical context in which the IFRC operates. This position will be responsible for coordinating IFRC’s disaster response, in close liaison with country and regional offices and relevant units of the Geneva Secretariat, to ensure that the operations are timely and adequate based on the needs. When necessary, this person could be deployed to provide surge capacity for the start up or running of an emergency operation in the field. This position will participate in capacity-building activities in disaster response preparedness during periods when the unit is not actively engaged in disaster response.
Job Duties and Responsibilities
- Develop and maintain, with support of Federation regional structures and National Societies, a “24/7” disaster monitoring capability, covering both rapid and slow onset disasters.
- Support National Societies in implementation of disaster response operations using IFRC tool such as DREF and Emergency Appeals.
- Ensure close contact with country and regional office that response modalities and service delivery plans are coordinated with host National Societies and Technical Departments.
- Ensure close contact with country and regional office that National Societies mandate, roles and capacities are recognized and used effectively in Federation emergency response.
- Support effective use of Federation surge capacity mechanism and capacities in disaster response such as RDRTs and ERUs.
- Advise Operation manager, regional/country offices on programmatic aspects of the transition from relief to recovery, rehabilitation and reconstruction.
- Organize in collaboration with regional offices trainings, aiming at fast and effective mobilization of Federation response system and mechanism.
- Utilise appropriate information technology tools in disseminating Disaster Management information.
- Provide technical support in the evaluation of disaster response operations.
Education:-
Relevant University degree IMPACT course or equivalent knowledge
Experience:-
5 years of experience in disaster management, including experience in the field.
Experience of working for the Red Cross/Red Crescent Movement preferred.
Experience of setting up, managing and coordinating disaster response, including leading multi-national response teams preferred.
Experience of conducting trainings Knowledge, skills and languages.
Self-supporting in computers (word processing, spreadsheets etc.)
Solid and tested operational management skills.
Analytical decision making capacity.
Fluently spoken and written English.
Another IFRC official language (French, Spanish or Arabic)
