II. Organizational Context and Scope
The International Organization for Migration (IOM) is implementing a project “Prevention of Child Trafficking and Gender-based Violence (GBV) as well as Protection and Care for Victims in Somalia” funded by EU. The project aims to prevent the trafficking of children and gender-based violence (GBV) as well as protecting and caring for victims in Somalia, Puntland state and central part of Somalia, particularly in the regions of Bari, Mudug, Nugal and Galgdud. This will be achieved by working with local authorities and policy makers, police, immigration officers, journalists as well as affected communities. Puntland is geographically located in the north-eastern part of Somalia and its capital city is Garowe. Garowe is located in Nugal region and the seat of the Puntland Authority, which most of the Government Ministries; many United Nations Agencies and Non-Governmental Organizations (NGOs) have established their offices. It is the third largest city after Bossaso and Galkayo.
The Criminal Investigation Department (CID) of the Puntland Police is under the Ministry of Security, Disarmament, Demobilisation and Reintegration (DDR), which maintains security apparatus and the immigration. The ministry headquarters is located in Garowe, the capital city of Puntland state of Somalia, with administrative offices in Bossaso and Galkayo.
IOM has been supporting the Puntland Authority and the civil society to build their capacity to comprehensively address human trafficking. Since February 2014, with funding from European Union, IOM has been implementing a project to address human trafficking and Gender-Based Violence (GBV) in Puntland, which focuses on children. During the previous projects, IOM has revitalized the CT unit in Garowe and the CID plans to establish the same in Bossaso and Galkayo police stations.
To date, most of the Victims of Human Trafficking (VoTs) are children, mainly girls, under 18 years old. Against this backdrop, the capacity building of the CT units aims to incorporate child protection in investigation of human trafficking incidents and referral of the VoTs.
IOM therefore seeks to recruit Human Trafficking Investigation Expert to be based in Garowe, who will be technically supporting Counter Trafficking investigation in the police CID department. The incumbent will be remotely receiving technical support from Nairobi and the IOM’s African Capacity Building Centre in Tanzania.
III. Responsibilities and Accountabilities
Under the direct supervision and guidance of the CBMM/CT Project Manager and overall supervision of the Chief of Mission for IOM Somalia mission, the Child Trafficking Investigation Expert will work closely with the CID commander and the Ministry of Security and DDR to execute the following duties and responsibilities:
- Assess and examine the capacity (hardware and software) of the CT units in criminal investigation of human/child trafficking in Garowe, Galkayo and Bossaso, identify gaps and recommendations for future capacity building. The methodology of the assessment needs consultation with the CID commander and the IOM.
- Formulate a strategy for capacity building of the CT units based on the aforementioned assessment and the referral process for Victims of Human Trafficking (VoTs) drafted for Puntland. Develop a work plan with recommended actions and budget requirements to strengthen the capacity of the CT units.
- Prepare and deliver locally organised training for CT unit officers in investigation skills, case management and interviewing skills for VoTs, potential witnesses and suspects / offenders of human trafficking. The training topics will be confirmed after the assessment of the CT units’ capacity.
- In consultation with the CID commander, refine/develop Standard Operating Procedures (SOP) for CT units’ including the coordination of investigations, outlining the roles of responsibility of the co-ordination unit/officer(s), information sharing, documentation and other processes that need to be clarified.
- In consultation with the CID commander, develop SOP for inter-agency collaboration in investigation of human trafficking incidents and referral of the VoTs for the CT units, ensuring proper documentation and tracking from the point of suspected human trafficking incidents to closure of the cases.
- Mentor CT officers’ investigation in human trafficking incidents, paying close attention to the protection needs of the children and gender issues. Advise the CT officers on case management for the CT unit to effectively undertake the police’s roles and responsibilities; coordinate investigation between CT units and other institutions, and appropriately make a referral of VoTs.
- Analyse the child/human trafficking situation in the region, focusing on the portfolio of the VoTs and the offenders, and produce periodical reports for the purpose of information sharing among the limited number of stakeholders; while ensuring protection of privacy in the process.
- Cooperate with the CID office and office of the Attorney General regarding counter trafficking investigation.
*Deliverables:*
The Child Trafficking Investigation Expert is expected to achieve the following deliverables:
i. An assessment report on investigation capacity of the CT units in Garowe, Bossaso and Galkayo, outlining the current situation, gaps and recommended actions for further capacity building - within the first month.
ii. A strategy document with proposed timeframe and budgetary requirements for capacity building of the CT units by the - end of the first month.
iii. Delivery of locally organised trainings for the CT units and training reports, demonstrating the changes in the understanding of CT unit officers in the subject matters before the end of the service contract.
iv. Analysis report on VoTs and offenders produced on a periodical basis.
v. SOPs developed consisting of a compilation of forms used during the reporting, investigation and follow up of progress of cases by - sixth month of the service contract.
vi. An evaluation report on the capacity of the CT units comparing their capacity at the time of the initial assessment and at the end of Expert’s assignment developed.
vii. Prepare monthly and activity based reports.
viii. Monthly and quarterly reports summarizing his/her activities, deliverables and challenges, if any, and recommendations to enhance skill transfer.

V. Education and Experience
- University degree in criminology, law or related field (a master’s degree will be an added advantage)
- At least 4 years of professional experiences in criminal investigation with the police, with progressive responsibilities.
- At least one year of professional experiences in investigation of child/human trafficking.
- Demonstrated experiences in; post-conflict setting or Peace-Keeping Operation will be considered as an additional, asset.
- Operational knowledge of risk management as it pertains to VOTs safety and demonstrated ability to support operations in insecure environments
- Experience in crisis management and operating in difficult circumstances/conditions.
- Knowledge of the Somali organized crime environment/irregular migration in the horn of Africa region.
- Proficient in computer software: Microsoft Office (Outlook, Words, Excel and Internet Explorer).
- Good political and social knowledge of Somalia.
- Training in emergency and disaster response is an added advantage.
- Knowledge of the UN radio system and the use of its related equipment.
- Previous working experience in International Organizations is desired but not necessary.
