Senior HR Officer- National Staff-Kenya

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world's largest humanitarian organization, with 189 member National Societies. As part of the International Red Cross and Red Crescent Movement, our work is guided by seven fundamental principles; humanity, impartiality, neutrality, independence, voluntary service, unity and universality.
Organizational Context:-
The Secretariat of the International Federation of Red Cross and Red Crescent Societies (IFRC) is organized into four Business groups in Geneva and five Business Groups in the field, namely the Zone Offices for Africa, Americas, Asia and the Pacific, Europe, and Middle East and North Africa (MENA). The Africa Zone Business Group is organized through regional representations covering the National Societies in Eastern Africa, Southern Africa, West Coast, Sahel and Central Africa as well as country representations in Chad, Central Africa, Ethiopia, Guinea, Liberia, Niger, Somalia, Sierra Leone, South Sudan, Sudan and Zimbabwe.
Job Purpose:-
Reporting to the Human Resource Manager and as part of the Africa HR team, the HR NR Human Resource Officer is responsible for applying human resource policies, strategies and practices and providing HR advice to the Regional and Country Representatives. The SNR Human Resources Officer will provide technical HR support whenever required in the zone. The Human Resource Officer- National staff focus does not have budget and line staff responsibilities. HR decisions implemented by the SNR HRO are approved by the Human Resource Manager.
Job Duties and Responsibilities:-
A.Recruitment, Selection and Placement
• Support, implement and administer the effective and timely recruitment processes in the hiring, developing and retaining the best talent to support the strategic human recourses needs of the office and the organization.
Promote equity, transparency, and consistency in the selection process.
• Support the office's human resources needs by implementing proper and expedient recruitment procedures and ensure incoming staff receive efficient on-boarding as well as systems compliance is achieved on induction and exit.
B. Policy Implementation and HR Administration
• Facilitate equity, transparency and consistency in the interpretation, determination, implementation, and administration of HR policy, procedures and guidelines on HR related matters applicable to the staff.
• Ensure compliance with all systems and procedures and ensure management integrity and accountability with high quality standards in HR; ensure the implementation of audit recommendations; advise on corrective measures and establish relevant internal controls.
• Ensure timely, equitable, transparent and systematic approvals of HR benefits, entitlements, contracts renewal and termination and performance management as well as administer staff payroll• Seek and get approvals for job descriptions and job classification of positons.
• In consultation with the Human Resource Manager, maintain a safe and secure filing system for important HR documents including personnel personal data, selection documents, etc.
• Prepare regular HR reports to the HR Manager.
• Track payment invoices, provide required supporting documents and ensure that there are no delays in the approval process.
• Keep track of staff’s mission dates, extension of contracts, training, and performance appraisals and ensure that notifications are given to the Human Resource Manager well in advance.
• Carry out any other tasks, as requested by the line Manager.
C. Emergency Preparedness and Response Provide back up support for emergency response in HR as and when requested
D. Capacity Building and Career Development
• In coordination with the relevant programme heads, implement timely and effective staff learning and development programmes and briefing on career management to international staff in the office in order to strengthen their capacity building and advance career development planning.
• Identify training and learning needs in consultation with line managers. Plan and arrange workshops/learning programmes for competency building.
E. Relationship Management Monitor staff/management issues and support/advise management and staff as appropriate to improve the relations and resolve the issues.
Education:-
Relevant University degree Full human resource professional qualification in HR and registered with a professional HR Body Post Graduate qualification is an added advantage
Experience:-
Three year’s relevant professional HR practice Experience of facilitating recruitment and on boarding processes.
Experience of working for the Red Cross and Red Crescent.
Experience working with governmental and non-governmental organizations, authorities, agencies
Experience of handling confidential information.
Experience working and dealing with employee relations matters.
Experience in preparing staff payroll and HRIS
Knowledge, skills and languages:-
Self-supporting in computers (Windows, spread sheets, etc.)
Diplomacy skills Skills in training and developing staff
Advanced HRIS
Ability to work with tight deadlines and handle multiple tasks
