The East African Regional Office is responsible for 7 countries in East Africa, including Kenya, Somalia, Uganda, Rwanda, Sudan, South Sudan and Ethiopia, with a current staff complement of approximately 3500 staff, and current expenditure of approximately $200 million each year.
Save the Children East Africa Regional Office (EARO) is looking to recruit for a position of Awards Manager
ROLE PURPOSE:
As a key member of the Regional Team you will be leading on award management support across East Africa.
Working closely with the East Africa regional finance team, Deputy Regional Director; Senior Leadership team and staff in the centre and country offices, you will ensure that all country offices operationalize optimally the awards management cycle that SCI new programming model requires.
In particular you will shape country offices award management processes so that they are effective and compliant. You will be the key focal point for all compliance and awards systems and tools management related issues. You will actively manage the review of all relevant awards at regional level and play a key role in coordinating multi-country regional awards.
Building on the experience you will gain in implementing the new SCI award management tools, you will identify best practice and shortcomings and work to improve these processes and tools in collaboration with the centre.
SCOPE OF ROLE:
Reports to:Regional Programme Operations Director, East Africa
Dimensions: Save the Children works in 7 countries in East Africa (Kenya, Somalia, Uganda, Rwanda, Sudan, South Sudan, and Ethiopia).
Staff directly reporting to this post: Roving Awards Coordinator & Awards and Systems Officer
KEY AREAS OF ACCOUNTABILITY:
In the East Africa regional office, contribute as a member of a 21st century Save the Children organization:
  • Meeting the servicing requirements of Members and their donors through first class customer service and collaborative working
  • Creating an environment of continuous learning where staff are encouraged and supported to grow and develop and are willing to be held accountable for their commitments
  • Role modelling and supporting the development of an organisational culture that reflects our values, our dual mandate and promotes accountability and high performance
Award management tools and systems quality support
· Lead and support the rollout of award management process maps and guidance and related tools in the East Africa region.
· Facilitate award mapping exercises and advise on improvements, best practice and related risk management.
· Support country offices in complying with requirements and standards through capacity building exercises and response to support requests.
· Act as the key contact for broad donor regulations and compliance issues, including coordinating with members to ensure donor compliance support is provided as necessary.
· Act as the key contact for support on Funding Summaries and GMS processes.
· Contribute to shape global tools based on best practice observed in country offices and analysis of tools and systems shortcomings.
Awards management analysis and sub-awards management
· Work with the regional finance team to review awards portfolio BVAs, analyse country office reports and commentary, with a focus on programmatic and operational delivery generated variances.
· Oversee the cross-functional review of all relevant/high risks awards and sub-awards agreements at regional office level, engaging relevant stakeholders as required. This will be framed by the SOD and focus on risk assessments.
· As applicable, facilitate Regional Director and Centre approval of awards.
· Monitor award statistics received from country offices and develop early warning systems to ensure compliance
· Generate succinct analyses and reports for Regional Senior leadership including Country Directors
Regional/Multi-country awards management(in conjunction with other team members)
· Monitor and maintain regional/multi-country awards pipeline, ensure that all costs are built to support the management of multi-country grants and validate/provide overall grant risk assessment.
· Oversee multi-country grants approval, amendment and reporting processes including proper multi-country awards information and tracking management
Partnerships and Risk- assessments
· Provide leadership towards the development of partnership compliance and monitoring
· Provide guidance and support towards identifying and mitigating high risk awards and sub-awards

QUALIFICATIONS AND EXPERIENCE
  • Significant experience (+5 years) managing large and complex grants, contracts and sub-agreements with knowledge of major funders’ guidelines (USAID, EC, etc.) including in-depth knowledge of grant documents and compliance issues
  • Demonstrated participatory training and staff capacity-building experience
  • Ability to perform grants portfolio analysis and to support all routine technical aspects of grant management processes.
  • Strong written and verbal communication skills and ability to communicate clearly with thoughtful, accurate information
  • Computer literate (including working knowledge of MS Word, Excel, Access) and competency in development of spreadsheets and databases
  • Proven ability to handle/priorities challenging and multi-tasked workload in complex working environment
  • Strong interpersonal skills and ability to operate within a matrix role
  • Willingness to undertake significant amounts of travel to Country Offices for support and capacity building purposes as well as to provide substantial remote support
  • Experience working internationally in a regional and/or country office.
  • Experience working in an emergency situation.
