DRR and Early Warning Project Officers

ACTED (Agency for Technical Cooperation and Development) is a non-political and non-confessional International NGO founded in 1993 with its headquarters in Paris, France. The organization’s vocation is to save lives, assist vulnerable populations and bring hope to those in need for better future.
Background
ECHO is funding La Nina Consortium (ACTED, Oxfam, VSF-G and Concern Worldwide) across the Arid and Semi-Arid Lands of Kenya to build community resilience to recurrent hazards. Within this consortium, ACTED is committed:
  • To implement CMDRR project activities in Samburu, West Pokot and Mandera (activities include training and coordination with Community Management Committees, coordination of disease surveillance with District Veterinary Officers, facilitation of Water structure management committees, linking community DRR plans with County development plans, etc.); and
To support continued enhancement of early warning system in Baringo and Mandera in coordination with the NDMA, and further activities in multiple other locations necessitating regular field travel
ACTED is looking for professionally confident, self-motivated, experienced and committed team players to fill the below positions i.e. one based in Mandera Kenyaand the other one based inMaralal Kenya.
DRR and Early Warning Project Officers

I. Main objective:

To contribute to the planning, implementation, monitoring and reporting of all projects for ACTED in Kenya, to ensure project objectives are met in a timely, accountable and quality manner;

II. Job Purpose and Responsibilities:

On Disaster Risk Reduction (DRR)
  • Be the field level technical focal point for DRR;
  • Co-ordinate/respond to the respective Head of Office and the Kenya Programme Manager to deliver the implementation of Community Managed Disaster Risk Reduction (CMDRR) activities;
  • Support the communities to create linkages for the implementation of their Community Disaster Management Plans (CDMPs);
  • Support the community mobilization for Community Based Disaster Management;
  • Develop, maintain and improve work coordination with the local and consortium partners to ensure successful implementation of project activities;
On Early Warning (EW)
  • Be the field level technical focal point for EW;
  • In coordination with the National Drought Management Authority guide and assist on the implementation of EW activities;
  • Provide technical assistance to the Consortium partners for the implementation of EW activities in their areas of intervention;
  • Follow up regularly on the drought situation evolution and regularly inform the partners of the situation in the ASALs;
  • Contribute to assessment / response analysis mission;
  • Contribute to emergency proposal writings;
  • Develop a strong expertise of the risks and potential emergency situation in the ASALs;
Crosscutting
  • With the programme teams, develop regular progress report on the implementation of the activities;
  • Support in identifying relevant County technical authorities/partners for potential partnerships;
  • Provide support and information to the Appraisal Monitoring and Evaluation (AME) team during their reviews;
  • Produce capitalization, good practices and lessons learnt reports;
  • Represent ACTED in the different County forums, working groups on DRR and EW;
  • Any other task assigned by the supervisor
Other
  • Participate in all other project activities as a Project Officer as ACTED’s activity portfolio evolves.

Requested profile

· Bachelor’s Degree or equivalent in development studies, political science or other relevant discipline
· At least relevant experience of 3 years
· Specific sector experience in DRR / EW
· Relevant working experience in the ASALs
· Experience in communication with external actors, partners and donors
· Excellent writing and verbal communication skills
· Experience in assessment and monitoring
· Good inter-personal skills, commitment and motivation
· Fluency in written and spoken English
· Fluency in written and spoken Somali for the Mandera post
