  • CARE International in Kenya is looking for a well organized and highly motivated individual who is result-oriented to fill the following positions:1. Job Title: Project Officer
    Department / Project: Kilimo Biashara / Best Seller Projects
    Supervisor: Project Manager

    Grade: F
    Job Summary & Purpose:
    Responsible and accountable for the technical and human resources management of Kilimo Biashara and Best Seller Projects and ensure efficient and effective attainment of project goals and objectives.
    He/she will oversee production and marketing activities by the farmers and Youths in the two project regions.
    He/she will be responsible for the formulations of farmer associations and trainings on governance.
    The Project Officer, in collaboration with other project partners, will be responsible for the development of a scorecard rating system and therein training of the farmer groups on the same.
    As the project will be transitioning to fee for service for the Community Based Trainers (CBTs), the Project Officer will work closely with the Financial Inclusion Sector to oversee the group savings and loans component.
    The officer will form the communication link between the Project Manager, key partners, relevant County Government departments and other collaborators in this project.
    Tasks and Responsibilities
    R1: Designing, Planning & implementation of Kilimo Biashara and Best Seller Project activities
  • Coordinate relevant stakeholders and service providers to deliver trainings to project beneficiaries such as trainings towards GAP compliance, scorecard rating system, group governance, agro-ecological/conservation agriculture techniques.
  • Facilitate the formation of farmer associations in the two project implementation sites of Karatina and Kinangop and undertake trainings on governance
  • Provide input to the review and development of training materials and design a scorecard rating system for the project
  • Ensure compliance with CARE performance management system for self and supervisees
  • Assist the Project Manager in budget development, reviews, and review of project expenditure, as may be required from time to time.R2: Project Monitoring & Evaluation
  • Compile and submit monthly updates and quarterly project reports to the project
  • Manager within the set deadlines
  • Monitor groups and individual application of knowledge and skills transfer from trainings for attitude and behavior transformation, changes in production levels and compliance with quality standards
  • Document learning’s on the innovations in a continuous basis
  • Verify accuracy of data collected for tracking of indicators in the project
  • Assist in baseline, midterm or end of project evaluations for the projectR3: Maintenance of Resources
    Undertake the proper maintenance of the project assets and ensure proper use of other project resources assigned to him/her.
    R4: Representation and Coordination
  • Represent project in the stakeholders meetings related to project or as may be assigned by the project ManagerAuthority:

  • Decision Making: Moderate authority - works under the supervision of the Project Manager.Contacts/Key Relationships (Internal & External):
    Internal: Project Manager, Financial Inclusion Field officers based in Embu other Sector officers
    External: Project partners and stakeholders, relevant County government departments, Horticulture Corporation Directorate (HCDA)
    Working Conditions: The position will be based in Karatina, Nyeri County with 50% travel to the other project site in Kinangop, Nyadarua County for support of the farmer groups and liaison with other implementing partners and collaborators at the local level.
    Qualifications:
  • Education: Degree in Agriculture, Agribusiness, Natural Resource Management or related field with 5 years of relevant working experience.Experience:
  • Experience in smallholder farmer agribusiness capacity development,
  • Relevance and diversity of experience in agricultural enterprise and value chain development,
  • Experience in participatory training methodologies.Abilities and Skills:

    Job Summary & Purpose:
    In consultation with the Project manager, the Field Officer will oversee sensitization, recruitment and appropriate training of youth groups to enhance agricultural production and while promoting the general livelihood of target households.
    He/She will train participating youth groups on financial inclusion and maintain a proper Savings Group MIS database.
    The FO will monitor, maintain records and prepare progress reports as and when required.
    In addition the FO will represent the project in respective area of jurisdiction.
    Responsibilities and Tasks:
    R1. Mobilize Community towards project activities
  • Create awareness creation on project goal, objectives and expected outputs.
  • Facilitate development of community structures for managing the implementation of project activities.
  • Facilitate recruitment of participant youth groupsR2: Training of Community
  • Train participating youth groups in good agricultural practice to enhance production and other identified enterprises.
  • Train participating youth groups on marketing and promotion of youth products.
  • Facilitate training in crop utilization to enhance dietary change aimed at enhancing the nutrition of participating households
  • Facilitate institutional development of community institutions to enhance collective action and negotiation.
  • Facilitate training of participating youth groups on Savings Groups methodology, Financial education and enterprise development.R3: Monitoring of Project activities and reporting
  • Facilitate joint planning and review meetings with the participating youth groups.
  • Maintain appropriate data on project implementation as per the project monitoring and evaluation plan.
  • Compile reports as and when necessary.R4: Management of Project Resources
  • Facilitate procurement planning of inputs to ensure adequate and timely provision to participating households.

    Job Summary:
    Reporting to the Program Quality and Learning Coordinator, the Monitoring, Evaluation, Accountability and Learning (MEAL) Officer will be primarily responsible for monitoring and evaluation, strengthening program quality and accountability, promoting learning and reporting of RAP programs in line with CARE’s monitoring and evaluation system.
    He/she will work in collaboration with sector coordinators, Quality Assurance and Standards Officers, other MEAL Officers, Database and Programming Officer and other program staff.
    Responsibilities and Tasks:
    R1: Contribute to Program Quality Standards development, implementation and compliance
  • Support Program Quality and Learning Unit (PQLU) to ensure that activities and results follow CARE, UNHCR, SPHERE, WHO or other standards in project management and
  • other contract deliverables.
  • Support PQLU in functions and processes of developing program quality standards.
  • Ensure adherence to program quality standards throughout the project cycle by sectors.R2: Ensure Monitoring & Evaluation of projects
  • Participate in processes of review and/or development of M & E systems and tools.
  • Collect quantitative and qualitative project progress data on output/results indicators as defined in the project agreements.
  • Engage in spot checks and process monitoring to track results (output, outcomes and impacts).
  • Based on monitoring results, prepare synopsis/reports on project progress and submit to PQL coordinator in set frequencies and enter it in databases.
  • Provide feedback on project management to the program sectors and track necessary changes in strategies, approaches, and activities by the respective program sectors.
  • Develop TORs for project evaluations and participate in the evaluations, in consultation with relevant sector coordinators as per the program sector plans and mandates.
  • Ensure timely documentation, publication and sharing of lessons learned and successful approaches adopted by the program with various stakeholders.
  • Compare project progress with the combined work, procurement, and spending plans and communicate the results to program sectors and program managers.
  • Contribute to PQLU and M & E strategy development.
  • Capacity building of program staff and PQLU incentive staff on Monitoring and Evaluation.R3: Review drafts of project/program reports to donors
  • Monitor the reporting schedule for the deadlines of the various reports to donors as agreed in the donor contracts and agreements.
  • Ensure the deadlines are adhered to for onward submissions of reports.
  • Review donor and internal reports and ensure authentic data and information has been presented by the program sectors through verification on sources of data, methods of data collection, reliability/consistency of information and probability of results being delivered.R4: Provide support in Project/Program Development
  • Contribute to design and development of new projects/program concepts and proposals.
  • Review the project proposal, especially results frameworks, to ensure compliance with the donor requirements and program standards.
  • Participate in development and review of the RAP strategic plan.R5: Support various sectors to incorporate quality and accountability in their work.
  • Work with sector coordinators to ensure implementation of CARE’s Humanitarian Accountability Framework
  • Work with the sector coordinators to establish complaint and feedback mechanisms and ensure that the mechanisms are culturally appropriate and complete from receipt of complaints to analysis and feedback.
  • Maintain a data base of the complaints received from beneficiaries and responses.
  • Scale up CARE’s effort for information sharing to stakeholders.
  • Ensure that the complaint and feedback mechanisms established are increasingly being known by the stakeholders, more so refugee community.
  • Review the complaints mechanism in a participatory way and for continuous improvement
  • Share information to stakeholder in accordance with CARE’s information sharing guidelines
  • Build staff capacity on accountability and PSEA.
  • Produce monthly reports to be shared with all relevant CARE staff on a need to know basis respecting confidentiality; contribute to the analysis and the identification of trends in complaints and problems being raised by the refugees.
  • Identify opportunities to work collaboratively across agencies where appropriate, to share ideas, experiences, successes and challenges.Authority:

    Decision Making: Normal decisions related to the responsibilities of the position and supervision of incentive Workers

    Working Conditions:
    The position is based in Dadaab Main Office with occasional visits to the Camps and other program sites. This is a non-family work station.
    Hot weather is prevalent throughout the year with limited basic amenities.
    Road movement between the work station and Garissa as well as inter-camp movement must be under police escort (scheduled convoys), with strict adherence to safety and security instructions all the time.
    It is a six days work station with a compensatory time off according to CTO policy.
    The incumbent shall reside in the CARE compound while executing official duties and shall obey and adhere to residential compound regulations.
    Qualifications and Competencies
    Education: Bachelor’s Degree in Social Science or Development Studies from a recognized University
  • Experience: 3 years relevant experience in similar/related position and demonstrated experience in monitoring & evaluation with an international humanitarian agency in settings of implementing humanitarian accountability practices.
  • Certificate: Monitoring and EvaluationCompetencies
  • Demonstrate skills and experience in utilization of data analysis and management software.
  • Experience in undertaking evaluations and impact enquiries.
  • Good report writing/reviewing and communication skills besides other strong interpersonal skills.
  • Significant demonstrated experience in working on donor funded programs
  • Excellent leadership, training and facilitation skillsApplications
