WASH ASSISTANT PROJECT MANAGER (WATER SUPPLY)

The incumbent will be responsible for the direct implementation of the Concern WASH Programme and/or providing inputs to facilitate development of project agreements with partners, annual plans and budgets, project reports and proposals in Marsabit County. S/he will work closely with government and NGO/CSO partners, communities and any technical assistants and consultants, ensuring adherence to Concerns technical and operational standards. S/he will particularly focus on giving technical input and support to the water supply, community capacity building and advocacy component of the programme as pertain to water supply.
JOB DUTIES & RESPONSIBILITIES:
Programme Management and Development
Collect and analyse data for the planning, management, monitoring and evaluation of water supply, community capacity building and advocacy component of the Concern WASH programme in Marsabit County.
Analyse programme implementation progress and evaluate against established programme strategy and plans of action. Report outcome of analysis and propose corrective actions
Assist in preparation of project agreements with appropriate government departments and partners. Particularly focus on ensuring that water supply, community capacity building and advocacy component are well integrated within partner projects or undertaken directly
Undertake visits to project sites to assess and monitor project implementation status – paying attention to both technical as well as financial inputs. Provide technical assistance and guidance to government and CSO partners. Discuss and recommend changes in project work plans as required and ensure required follow-up action to incorporate and implement changes are undertaken
Directly undertake or oversee and provide support to the field level implementation by consultants/partner undertaking Baseline Surveys, Studies, and Assessments etc.
Ensure timely technical and financial reporting (either directly or by partners), and delivery of field level outputs by consultants and review all submitted reports, documents etc. – particularly as relates to water supply activities
Attend field level co-ordination and technical cooperation meetings, prepare briefings for PM and, particularly for water supply, community capacity building and advocacy component, undertake follow-up action and coordination related to programme implementation and monitoring at the District level
Assists in the preparation of Concern WASH programme documents, funding proposals and relevant reports for donors and management. Maintain programme data and submit relevant reports.
JOB SPECIFICATION:
A degree in Community Water and Sanitation, Water Resources Management, Engineering or any other WASH related technical field
At least three years’ experience in water and sanitation projects within a pastoralist/agro-pastoralist ASAL context in Kenya or East Africa. Experience in Marsabit County is an added advantage.
Knowledge and experience of community based management systems and participatory methodologies for use in community development, programme design, implementation, monitoring and evaluation within national and international best practices for enabling improved WASH provision in ASAL contexts
Excellent analytical, conceptual, communication, negotiation, planning, organization and monitoring skills.
Proficient in the use of computer packages and applications
Fluent in both written and spoken English and Kiswahili. Fluency in the local language/s is an added advantage.
