Ordinarily Resident (OR): Starting Salary 9,995 USD per year

The U.S. Mission Addis Ababa is seeking an individual for the position of Program Management Assistant in the Small Projects Office of the Embassy
BASIC FUNCTION OF POSITION
Under the direct supervision of Small Projects Program Coordinator, Incumbent performs grants program management, as well as administrative and financial functions, for the Ambassador’s Special Self-Help (SSH) Program, PEPFAR/Ethiopia Small Grants, Julia Taft Fund for Refugees and other small grants programs, whose grant-making activities are essential to advancing U.S. foreign policy objectives in Ethiopia at the community level.  Functions as Office Manager in the absence of the Small Projects Program Coordinator.

QUALIFICATIONS REQUIRED
NOTE:  All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.  Supporting documentations (e.g., letters of employment, certificates, awards, copies of degrees earned) that addresses the qualification requirements of the position as listed above should also be submitted.
1. Required Education: Bachelor’s degree in social science is required.
2.  Required Experience: Minimum of two years program management experience with specific experience in grants management is required.
3. Language Requirement: Level 4 (Fluent) Speaking/Reading English and Amharic is required. (English language proficiency will be tested)
4. Knowledge:  Principles and practices of program management and administration, proposal review, project design and monitoring, and basic accounting, as well as solid understanding of analysis and reporting of financial data. Good working knowledge of local and international organizations involved in charitable and developmental work in Ethiopia.  Knowledge of USG regulations governing federal grants and assistance programs.  Good computer skills and knowledge of Microsoft applications such as Word and Excel is required.
5. Skills and Abilities: Ability to multi-task, ability to pass Grant Officers Representative(GOR) certification process, ability to evaluate project proposals, team-building skills, ability to analyze and present complex information , ability to lead meetings, ability to exercise sound judgment in developing and recommending projects, skills in developing and maintaining a network of working-level outside contacts, excellent drafting skills, ability to provide technical consultation and assistance- both programmatic and financial, ability to organize events  and , ability to travel frequently within Ethiopia are required . 
SELECTION PROCESS
When equally qualified, U.S. Citizen Eligible Family Members and U.S. Veterans will be given preference.  Therefore, it is essential that the candidate address the required qualifications above in the application.
  
ADDITIONAL SELECTION CRITERIA: 
1. Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy. 
2. Current employees serving a probationary period are not eligible to apply.
3. Current Ordinarily Resident employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.
4. Currently employed U.S. Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment.
5. Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually Employed (WAE) work schedule.
6. As a condition of employment the candidate must be granted a medical and security certification.

DEFINITIONS
1. U.S. Citizen Eligible Family Member: For purposes of receiving a preference in hiring for a qualified position, a USEFM is an individual who meets the following criteria:
1. U.S. citizen; and
2. The spouse or domestic partner (as defined in 3 FAM 1610) of the sponsoring employee, or a child of the sponsoring employee, who is an unmarried child 18 to 20 years old; and 
3. Listed on the travel orders or approved Form OF-126 , of the sponsoring employee, (i.e., a  direct-hire FS, CS, or uniformed service member who is permanently assigned to or stationed abroad at a U.S. mission, or at an office of the American Institute in Taiwan; and is under Chief Of Mission authority and either:
a) Resides at the sponsoring employee’s post of assignment abroad or, as appropriate, at an office of the American Institute in Taiwan; or
b) Resides at an involuntary separate maintenance allowance (ISMA) location. (The individual will not be listed on the sponsoring officer’s travel orders, but will have a Form SF-1190, processed authorizing ISMA.)
