Job title: Country Director, Kenya

Purpose To lead the RedR programme in Kenya and within the Region providing overall direction, effective management of performance and results and representation to stakeholders
Responsible to IP Director UK
Responsible for Finance and Admin Manager, Programme Development Manager, Training Manager and Project Manager(s)
Working with Colleagues within the Kenya Programme, ATs , donors, International Programme Desk, L&D team and Finance staff in UK, and external contacts as necessary
Location Nairobi, Kenya
Post 12 month fixed term full-time post Salary GBP 33,000 - 35,000/=
Other This post is offered on an unaccompanied basis
A fixed Location Allowance of GBP 300 per calendar month will be paid towards housing and living costs in Kenya. This is not expected to cover all costs. Other standard terms and conditions include insurance cover, travel to and from home location at beginning and end of contract if appropriate, baggage allowance, annual leave.
RedR and the work we do
RedR UK is an international humanitarian NGO and a leading provider of training to the humanitarian sector. Founded in the UK in 1980, RedR has since provided technical and non-technical training to tens of thousands of participants and hundreds of organisations all over the world. In 2014 we delivered 581 training events in 36 countries, thereby training over 8600 humanitarians in topics ranging from WASH to Security, from Programme Management to Humanitarian Principles.
In our work, we draw on the experiences of 1800 members, over 160 Associate Trainers living in 102 countries as well as an established network of staff skilled in organising and delivering capacity building programmes. A number of our most experienced trainers were involved in the development and roll-out of Context and have already expressed an interest in working with RedR and Oxfam on this project. We use this global infrastructure to deliver on our commitment to developing skills as close to the disaster as possible. Our primary organisational targets in RedR’s 2014-19 strategy are that 90% of all learners; and 80% of all organisations we work with are local or national.
Every year, hundreds of millions of people around the world are affected by natural disasters and conflict. RedR is an international disaster relief charity which saves lives by giving aid workers the vital skills they need to do their jobs to the highest possible standard. We train thousands of people each year in everything from providing emergency shelter to staying safe in the field, from project management after emergencies to essential water and sanitation skills and more. And we provide experienced, professional aid workers from our pool of 1700 Members to support emergency response and longer-term humanitarian programmes worldwide.
In response to recent humanitarian catastrophes, we currently have training and local capacity building programmes in Sudan, Pakistan, Jordan, UK and South Sudan and have recently secured contracts for two large training programmes in Kenya. It is anticipated that our training programme in Kenya and the wider region will expand further in the next year.
Job Description
Main Duties and Responsibilities:
The list does not cover the full scope of tasks and responsibilities of the Country Director, but serves to illustrate some of the areas of emphasis for the post.
The Country Director (CD) is accountable for the financial management, programme performance and staff safety, welfare and conduct for RedR’s operations in the sub-Saharan Africa region.
S/he is directly responsible for the strategic direction, general oversight and development of the programmes in Kenya and South Sudan, along with staff, team and programme, and managing relations with external clients, donors, other sector stakeholders. The post holder must be an experienced manager with a demonstrated track record of developing, securing funding for, and implementing humanitarian programmes, preferably with a focus on capacity building.
  • Business development- In collaboration with the International Programmes Director in UK and Programme Development Manager (PDM) in Kenya, the CD will develop and maintain close and regular cooperation with donor representatives in country. The CD will work closely with and mentor the PDM in identifying local, national and regional funding and business opportunities and work with the PDM and the Programme Funding Coordinator in UK in the development of funding proposals.
  • Senior level representation and networking – In collaboration with the PDM, the CD will maintain regular contact with external stakeholders and ensure the RedR is appropriately represented in external coordination fora with government, UNOCHA, other UN agencies, counterpart NGOs and other relevant humanitarian or development forums.
  • Programme Management – The CD will ensure that RedR’s operations in Kenya and within the region are in line with the Kenya Office strategy and annual Operational Plan. S/he will lead the process for development of the 2016-17 Operational Plan and budget in collaboration with the International programmes Director and Country Management Team (CMT) and in consultation with staff, external partners, Associate Trainers and the other RedR regions.
  • Finance management – the CD is accountable for the use of donor and RedR funding for RedR’s projects in the Sub-Saharan Africa region. S/he is also responsible for ensuring that the Sub-Saharan Africa region functions on a cost neutral basis. The CD must undertake monthly monitoring of expenditure against budget, ensure that all income and expenditure is correctly authorised and accounted for in line with donor and budgetary guidelines, and ensure that all staff are fully conversant and compliant with RedR and relevant donor financial procedures and reporting requirements.
  • Leadership– the CD will lead the Country Management Team in Kenya and provide strategic direction to guide decision making and prioritisation for staff and programme activities. S/he will input to organisational initiatives and planning at global level through regular contact with the International Programmes Director, Quality and Learning Manager and counterparts in other regions.
  • Staff Safety and Welfare - the CD is accountable for the safety and welfare of RedR staff in Kenya and South Sudan. S/he will work with the Security Focal Point and Global Security Manager to ensure that robust and appropriate safety and security procedures are in place. S/he will oversee the Finance and Admin Manager in ensuring that all HR, health, safety and welfare policies are adhered to and that staff are properly inducted and fully conversant with these requirements.
  • Communication and Marketing – the CD will oversee the Training team in the assessment of humanitarian capacity building needs and the development and monitoring of a proactive marketing strategy. S/he will review all external communications prior to publication and ensure that they are in line with RedR’s communication guidelines. All interaction with the media will be undertaken by the CD on behalf of RedR UK.
  • Government liaison and statutory requirements – In collaboration with the Finance and Admin Manager, the CD will liaise with local authorities in Kenya including the NGO Board and Kenya Revenue Authority and ensure that RedR complies with all required legal, financial and diplomatic protocols including work permits, taxation, registration, local employment law, insurance etc.
  • Strategic Management and overview- the CD will ensure that the Kenya Office Strategic Plan is in line with the global RedR Strategic Plan and all other strategic guidelines. S/He will ensure that all operations are in line with the strategic Plan and relevant global policies and procedures….
Person Specification
Essential
  • Masters level qualification in a relevant area e.g. international development, political science, or a similar humanitarian/development related field
  • At least 10 years in senior management position with responsibility for line managing others.
  • Proven experience in sourcing and securing donor funding including familiarity and experience in working with DFID, ECHO and USAID
  • Excellent financial management skills, including budget monitoring, donor compliance and maximising financial performance
  • Excellent communications, external relations and networking skills. Competency in marketing would be a distinct advantage,
  • Proven record of excellent people skills, including good communication and inter-personal skills
  • Excellent computer skills, with good knowledge of Microsoft Office applications
  • Sensitivity to cultural differences and the ability to adapt to different contexts
  • Fluency in written and spoken English
  • Willingness and ability to travel within Kenya and East Africa
Desirable
  • Familiarity with humanitarian operations including security, backed up by relevant experience in complex emergencies.
  • Experience in working through local partners, Ideally this would include a role in capacity building with staff and/or partner organisations.
  • Working experience in East Africa
