Regional Compliance Officer - Kenya

Background
The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. Using a protection of human rights framework, DRC has mainly focused on Somalis who are displaced by conflict. Programmes include protection, livelihoods, food and NFI distribution, water and sanitation, and advocacy amongst others. There are 4 main programme offices in Somali region, one in Yemen, one in Ethiopia, one in Kenya and one regional office in Nairobi. There are also non operational region wide initiatives, focusing on advocacy and capacity building, which are supported from the Nairobi regional office. Currently there are over 150 DRC staff in the region. DRC has seen some growth in programme size, but primarily there has been a growth in the number of support and management functions demanded and required by the programme offices, in order to maintain quality and accountability.
Purpose
Assist the grant management team in ensuring that all DRC/DDG HoAY operations are implemented within acceptable DRC/DDG and donor guidelines. Support the regional compliance specialist on DRC/DDG HoAY compliance matters.
  • Implement and maintain testing systems to ensure that all offices are in compliance with DRC/DDG policies, legality and conform to generally accepted accounting principles.
  • Carry out internal financial reviews during the project cycle to ensure that DRC/DDG and donor guidelines are implemented
  • Ensure that an updated file and overview of authorizations / delegation of authority and bank mandate for the region is up-to-date and maintained
  • Facilitate training of finance and non-finance staff to ensure that DRC/DDG and donor requirements are met.
  • Conduct partner capacity assessments. Induct partner organizations in DRC/DDG and back donor requirements.
  • Support country and regional programmes to conduct partner reviews and monitor their performance.
  • Ensure up to date central filing for partner reviews, compliance reviews, audit reviews, capacity assessments etc. as necessary
  • Receive and review financial donor reports from budget holders prior to submission to donors.
  • Support the regional compliance specialist on external audits in the region. Coordinate pre-audit document completion.
  • Support necessary documentation and preparation on donor capacity and system assessments
  • Support the regional compliance specialist to maintain updated DRC/DDG general institutional information in local donor databases(CHF, UN)
  • Conduct due diligence of partners and suppliers against main donor databases.
  • Support on compliance issues at kick-off meetings throughout the region.
  • Any other task as given by the Regional Compliance Specialist.
Reporting Arrangements
Reports to the Regional Compliance Specialist based in Nairobi
Location
This position is based in Nairobi with travel within the Horn of Africa and Yemen
Duration
1 year contract with possibility of extension
General
Commitments: DRC has a Humanitarian Accountability Framework, outlining its global accountability committments. All staff are required to contribute to the achievement of this framework
Qualifications
Essential:
  • Degree in Accounting and at least 3 years relevant experience with an international NGO in grant accounting.
  • Proven ability to prioritize tasks and meet deadlines
  • Proven experience working with the major donors. EC, ECHO, CHF, USAID, UN & DANIDA, among other donors.
  • A pro-active person who is able to work independently and who is at the same time a good team-player
  • Excellent communication skills, calm and a good sense of humour
  • Proven commitment to accountable practices
  • Fluent in written and spoken English.
Preferable:
  • Knowledge of working in Somali region or similar challenging environments
  • Experience in training non-finance staff
  • Advanced MS PowerPoint user
  • Audit background preferred
