The Water, Hygiene and Sanitation Technician based in NBO is responsible for the provision of technical support and expert advice to field missions and operational cells regarding Water, Hygiene and Sanitation.
This position based in Nairobi will mainly focus on support related with activities that are held outside of structural health facilities (WHS activities in Camps, contagious water borne diseases interventions…). This position complements the WHS technician based in Barcelona that focuses on WHS in health structures.
Within the Logistic department, the Technical Support Unit has the following raison d'être: • Definition of the technical policies and standard procedures to be applied in field missions • Expertize advice to the field teams and operations department (construction; water and sanitation; shelter; fleet, facility and cold chain management; general and biomedical equipment management) • Design of training modules, and training of field staff • R&D related to the expertize of the unit
The Water, Hygiene and Sanitation Technician based in NBO is hierarchically accountable to the Head of the Technical Support Unit
MAIN TASKS AND RESPONSIBILITIES
Expert Reactive support to field questions • Give reactive WHS advice to questions from the field teams and cells that require expertize
Expert and Proactive support to logistic activities and projects • Ensure a proactive WHS support to the main logistic projects that have an important WHS component. • Hands-on WHS support during startup fase of highly contagious diseases interventions, including short notice field trips • Give on-site expert advice by the mean of planned field visits (up to 30% of time of the position could be spent in the field) • Undertake exploratory missions, assessments or emergency missions if required
Participation to the Basis of Knowledge • Develop and maintain the expertize related to WHS outside of health structures • Produce and maintain guidance (polices, guidelines, manuals and procedures) linked to his area of expertize • Participates to the briefing and debriefing processes. • Ensures that WHS guidance is up to date and coherent on the information system available to the field staff
Staff Management • Manages, on behalf of the head of Operational Logistics, the Mobile staff under his responsibility (MIOs): supervision, monitoring and evaluation of performance, planning of visits.
Transversal, Intersectional and external duties • Makes part of the multi-disciplinary team based in the East African Unit that is working on improving the MSF's interventions in displaced population settings. Contribute closely to its work and reflection. • Participate in national and / or international fora, inside or outside the Organisation, which may benefit the present and future of WHS activities and responses to the Organisation’s working line. Develops and maintains a Network in the East African region in order to incorporate news ideas and practices. • Assess internal and external technical possibilities and new trends relating to WHS that may be relevant for the Organisation and propose their implementation • Participate in other HQ transversal projects and dossiers that requires WHS expertise • Participate in the Logistics Department’s backup system based on the Organisation’s needs
SELECTION CRITERIA
Training and Experience •University Degree in field relating to WHS. •Specific recognised WHS training. •Minimum experience of 2 years as a WHS logistician, including 1 year experience as a Logistics Technical Coordinator or WHS Coordinator. •Minimum experience of 2 years in MSF or in another NGO of note. •Experience in planning, supervision and evaluation of Water, and Sanitation programmes. •Good command of English and knowledge of French is a must. •IT knowledge as a user (Windows and Excel).
