Org. Setting and Reporting
The United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. This post is located in the Division of Operations, Regional Offices UN-Habitat. Under the direct supervision of the Senior Programme Management Officer, Regional Offices for for all administration and finance duties and the Director of Programme Division for the work plan delivery, the incumbent will perform the duties below:
Responsibilities
  1. Programme Management:
    Provide timely support and inputs to the Substantive Officers and Senior Managers on administrative and procedural issues related to programme/project and budget formulation, implementation, monitoring and reporting; participate in periodic reviews of thematic and geographical priorities of the Regional Office/Branch or Division.
    Act as the focal point for procurement of the Regional Office/Branch or Division in the context of SRM being responsible for managing groups that procure under delegated authority. This activity includes performing workload assessments and allocating procurement requirements.
    Act as Certifying Officer within delegated authority for designated programmes/ projects and ensure effective and efficient utilization of project resources when appropriate.
  2. Financial Management and Budgeting:
    Ensuring compliance of the UN Rules and Regulations applicable for the execution of programmes and Projects.
    Determine/ recommend reallocation of funds when necessary.
    Authorize payments related to the Project execution within the UN Rules and Regulations, and monitor expenditures to ensure that they remain within the authorized levels.
    Administering the Regional Office Petty Cash if available.
  3. Administrative Support
    Assist the Director of the Programme Division and the Director of the Operations Division in liaising with the Regional Offices of UN Habitat and the Host Country authorities in matters related to the Host Country Agreement.
    Facilitate the recruitment, procurement and financial requests, and ensure compliance to policies, guidelines and operating procedures for efficient and effective delivery of programme management services.
    Facilitate recruitment of staff, as well as contracting and procurement actions as needed.
    Assist in Policy development, including the review and analysis of issues and trends, preparations of evaluations or other research activities and studies.
  4. Other Duties:
    Contribute to the relevant MTSIP Focus Area/s. Keep up-to-date documents/ reports/ guidelines that have a bearing on matters related to the Regional Offices Programmes and Projects.
    Supervise the local staff assigned to the administration and finance of the Office
    Other duties as assigned.

Education
Advanced university degree (Master’s degree or equivalent) in Business, Public Administration, Management, Finance, or Accounting. A first-level university degree in combination with relevant qualifying experience may be accepted in lieu of the advanced university degree
Work Experience
A minimum of five years of progressively responsible experience in project or programme management, administration, financial management, or related area is required.
Languages
English and French are the working languages of the United Nations Secretariat. For this position fluency in oral and written English is required. Working knowledge of another UN language is desirable.
Assessment Method
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
