II. Organizational Context and Scope
Due to the protracted conflict in Somalia and fragmented governance, access to basic health services and life-giving assistance for the most vulnerable populations still stands as a challenge. Efforts have been made by humanitarian actors and government partners to develop frameworks to ensure coordinated life giving assistance is provided.
Access to Water, Sanitation and Hygiene (WASH) is a major challenge among the vulnerable migrants and their affected host communities in Somalia, particularly internally displaced persons (IDPs) and pastoralists. Less than 30% of the Somali population have access to safe drinking water, while less than 23% of the population have access to appropriate sanitation facilities. In addition, Approximately 370,000 IDPs were reportedly residing in Mogadishu as of June 2014 (RMMS, 2014) and an estimated 10,000 in Nuugal region as of August 2014 (UNHCR, 2014). The most common diseases among IDPs in Mogadishu and Nuugal are diarrheal diseases, respiratory tract infections, and gastroenteritis and skin diseases. With sparse coverage of primary health services and a food crisis, morbidity and mortality cases may to increase without support from humanitarian assistance.
The International Organization for Migration (IOM) is one of the major humanitarian organizations in Somalia providing holistic humanitarian services including provision of healthcare services, safe water, and appropriate sanitation facility, in combination with hygiene promotion. In order to fill existing gaps, IOM implements evidence based programs in WASH, Health and GBV projects in various locations throughout Somalia.
In this context, IOM is seeking for an experienced Data Analysis Consultant who will oversee and supervise various data collection and analyze data for assessments in WASH, Health and GBV in Somalia.
III. Responsibilities and Accountabilities
Under the overall supervision of Chief of Mission, under the direct supervision of Health Programme Coordinator and WASH Manager of Migration Health Division (MHD) and in close collaboration with other units of IOM Somalia, the Data Analysis Assistant will be taking the lead in all surveys conducted by MHD & will be responsible for:
- Conduct data review, analysis, presentation of results, and synthesis of both quantitative & qualitative data on WASH.
- Production of preliminary survey report in English. Submit to MHD for feedback and approval.
- To participate in the writing and presentation format of literature and programme reports as required.
- To gather key activity data from all projects across multiple sites and produce well written reports as appropriate; factoring in key indicators used in public health.
- To monitor the integrity of data to ensure that comprehensive reporting of datasets received occur on a regular basis and ; implement quality assurance procedures to ensure accuracy of project data.
- Conduct any other activities relevant to data analysis as assigned by supervisors.
****Deliverables:****
The Data Analysis consultant is expected to achieve the following deliverables:
- Submit comprehensive reports with statistical analysis of the data sets received for 7 locations. Analysis should be rigorous and based on interrogation of the data to find and understand anomalies. Highlighting gaps based on comparisons from the pre and post assessments and impact of interventions.
- The draft report should be submitted within the first 30 days of the consultancy and the final report should be submitted at the end of two months.

V. Education and Experience
- Master’s in Public Health, Developmental Studies, Social Science, Statistics, International Relations or an equivalent combination of training and experience.
- Experience in Multivariate data analysis using statistical software packages such as SPSS and or STATA
- 2 years’ experience in conducting research in post conflict settings
- Working knowledge of existing humanitarian frameworks for Somalia
- At least 2 years of professional working experience preferably with an international organization.
- Experience of managing large data sets.
- Experience in conducting qualitative and quantitative research
- Proficient in using SPSS for data management and analysis
- Working with different audiences to develop performance reports and/or present complex information clearly and accurately
- Understanding of statistical methods and ability to produce quantitative analysis.
