BACKGROUND
The United Nations Human Settlements Program, UN-HABITAT, is the United Nations agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. The vacancy is located in the Finance and Budget Unit, Office of Management, UNHABITAT
RESPONSIBILITIES
Under direct supervision of the Finance and Management Officer, the incumbent will perform the following duties:

- Production of Financial Reports for Senior Managements and Donors. Data is downloaded from the PAAS and manipulated to produce reports, graphs and charts. Data includes income and expenditure, project, staffing and agreements. Involves advanced Excel skills and knowledge of the data structures in IMIS
- Review of documentation submitted for the establishment of new projects. Liaise with Human Settlement Officers and Project Administrators to guide them on completing the submissions. Ensure that funds are received. Scrutinize documents to ensure that required signatures are in place. Create new project code in IMIS. Create base allotment in IMIS. Enter data into PAAS.
- Analyze financial data including project income and expenditure and produce reports for management and donors.
- Prepare allotments and monitor expenditure for utilization rates and over expenditure. Prepare budget performance reports.
- Review documents submitted for creation of new projects and budget revisions to ensure that all requirements are met including proof of receipt of income, budget is in line with expected income, programme support rate is correctly stated and all legal documents are in place.
- Create projects and base allotments in the system.
- Update the project management system (PAAS) with all project related data.
- Produce project related statistical and financial reports.
- Maintain grant agreements, income streams and projections in the PAAS, especially as it relates to IPSAS compliance.
- Back up function for the Treasury functions, including recording of contributions, liaise with Project Administrators to identify and process deposits in the bank accounts.
- Back up function for preparation and monitoring of core allotments.
- Ad-hoc tasks assigned by the supervisor.

Formal training in Management Information Systems, Finance or Accounting is required. An undergraduate degree in Accounting and CPA (K) accreditation is highly desirable.

A minimum of 7 years of progressive experience in the Management Information Systems, Budgeting, Finance, Accounting or Audit. Conversant with web-enabled databases. Knowledge of budgeting and accounting/financial systems. Practical experience in IMIS or compatible large scale ERP systems

REMUNERATION
Payments will be based on deliverables over the consultancy period. There are set remuneration rates for consultancies. The rate is determined by functions performed and experience of the consultant. The fees will be paid as per agreement.
