Background
The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. Using a protection of human rights framework, DRC has mainly focused on Somalis who are displaced by conflict. Programmes include protection, livelihoods, food and NFI distribution, water and sanitation, and advocacy amongst others. There are 4 main programme offices in Somali region, one in Yemen, one in Ethiopia, one in Kenya and one regional office in Nairobi. There are also non operational region wide initiatives, focusing on advocacy and capacity building, which are supported from the Nairobi regional office. DRC has seen some growth in programme size, but primarily there has been a growth in the number of support and management functions demanded and required by the programme offices, in order to maintain quality and accountability.
Purpose
The Regional Grants Officer (RGO) will support the Grants Management team in ensuring high quality grants’ administration and compliance with both DRC and donor requirements. Generally, the RGO will support the Regional Grants Manager (RGM) in regularly updating the Grants Management System database; facilitating set up of grants in centralized financial management system; review of reports for both external and internal use; and provide an oversight on the implementation of systems and procedures that are in compliance with both DRC and donor regulations. Specifically, the RGO will support the RGM in the management and follow up of specific donor grants.
Key Responsibilities:
- In charge of the maintenance and regular updates of the Grant Management system.
- Ensure the grants management filing system is maintained and all donor grant documentation is properly (both soft and hard copies) filed.
- Based on the Bi monthly Rolling Action Plan, follow up with the relevant staff on the timely submission of draft donor reports, and assist in the review to ensure quality and compliance with relevant requirements.
- Supports the Regional Grants Manager in consolidation of documentation required for setting up grants in the centralized financial management system.
- Support country team in updating proposals and reports in various donor databases.
- Follow up donor’s disbursement requests to ensure timely submission and follow up of. This will be based on the disbursement schedule drawn from the specific donor contracts.
- Consolidate DRC Horn of Africa monthly programme updates and general quarterly reports.
- Support the preparation and/or facilitation of the project kick off meetings as deemed necessary.
- Support country teams in preparation of proposals and reports on request
- Support the Deputy Regional Director and Regional Grants Manager with ensuring high quality documentation of both internal and external reports.
- Any other relevant duties as assigned by the Supervisor.
Reporting Arrangements:
The Regional Grants Officers reports to the Regional Grants Manager
Posting details: This is a one year contract with possibility of extension. The position is based in Nairobi with possible travel in the region, where some of our offices are in insecure and/or remote locations.

Commitments: DRC has a Humanitarian Accountability Framework, outlining its global accountability committments. All staff are required to contribute to the achievement of this framework
Qualifications
- Master’s degree from a recognized University in Political/Social Science, Development Studies or related areas;
- At least two years’ grant management related work experience in humanitarian and development programming with knowledge of project cycle management.
- Knowledge of database use and management
- Excellent writing and editing skills in English for external audiences (including governments and donors);
- Excellent interpersonal, written and verbal communication skills
- Knowledge of donor guidelines and reporting systems is an advantage but not a requirement
- Ability to work within a multinational and multicultural setting
- Good personal organizational skills, including time management, team work, ability to meet deadlines and work under pressure with minimal supervision
