BACKGROUND
Since Habitat II, UN-Habitat has been committed to promoting the participation of young people as partners in implementing the Habitat Agenda and the achievement of the MDGs. At the 20th Governing Council in 2005, the Strategy for Enhanced Engagement with Youth was adopted and has provided a framework for designing and implementing a Youth Empowerment Programme (YEP) through subsequent years. Through the support from the Government of Norway and the institutional commitment of UN-HABITAT, a number of member states have expressed interest and continued support for the youth program.
The United Nations is the world’s most prevalent international umbrella organization with a global purpose of promoting peace, security, harmony and welfare. In order to further this agenda, the UN must utilize the energy and power of global youth, which correspond to 16% of the global population.
The UN conducts many different youth activities through its various entities such as the UN Youth Volunteers Program and their youth projects, the Youth Fund System to support youth, the Urban Youth Research Network and The One Stop Youth Information and Resource Centres by UN-HABITAT, Youth Leadership Camps organized by the United Nations Office on Sport for Peace and Development, the United Nations Inter-Agency Network on Youth Development and the United Nations Youth Delegates Programme. Although successful, these youth activities have limited results when it comes to conveying the UN mission to youth around the world, due to a lack of a network which unites all different youth activities under a holistic entity.
The consultant will assist in the development of UN-Habitat/Government of Turkey youth programme. A key component of this work will be the establishment of a UN Global Youth Camp Centre will further help by providing good examples and a meeting point as support mechanisms to the Network. Other components of the network will be the establishment of a model youth centre. The consultant will oversee the UN-HABITAT Global Youth Centres Network Project as well as have specific responsibility to develop the UN Global Youth Camp Centre.

DUTIES AND RESPONSIBILITIES OF THE CONSULTANT
In the context of the MOU signed between UN-Habitat and Ardahan University and with the coordination of the Unit leader of the Youth Unit, the consultant will facilitate the establishment of the UN-HABITAT Global Youth Centres Network Project and have as a responsibility the testaments of the Camp.

SPECIFIC DUTIES:
Identify key national and international experts in the field of youth work and youth centres and utilize their inputs to the project.
Foster and undertake an in-depth and holistic research on Global Youth Centres’ Network to bring out the cost and benefits of doing the project.
Through engagement with main partners, including youth centres, develop and help inform the agenda and TOR for youth Centres’ Network;
Collaborate with Youth Centres and other stakeholders and facilitate negotiations for the establishment of the UNYCN.
Work with the team in providing an evidence basis, research and theoretical base for the Project.
Encourage the creation of links and the exchange of ideas and information among the Youth centres, academic community, the UN and Government policy makers, leading to a better understanding of the nature of urban youth-led development;
Take part in field work, workshops, conferences and seminars related to the area of the Project.

University degree in sociology, economics, law, gender and development, urban planning, social work, management and other social science or related field.

WORK EXPERIENCE
A minimum of 3 years of progressively responsible experience in working with children and youth development and participation issues is required;
Capacity building, Advocacy, Partnerships and training in youth development and participation is desirable;
Solid understanding of multi-lateral system and UN diplomacy and partnerships.

LANGUAGE SKILLS

REMUNERATION
Payments will be based on deliverables over the consultancy period. There are set remuneration rates for consultancies. The rate is determined by functions performed and experience of the consultant. The fees will be paid as per agreement.
