BACKGROUND
The United Nations Human Settlements Programme, UN- HABITAT, is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. It has a specific mandate to engage and mainstream young people into sustainable urbanization.
UN-Habitat, through the Youth Unit and Urban Youth Fund, has broad experience in engaging with youth-led projects for sustainable development. The expertise of the Youth Unit and their mechanisms for fostering youth-led development has been recognized by the UN system, which has increasingly been looking to UN-Habitat for leadership in advancing the youth agenda.
The objective of the model project is to strengthen the capacities of international, national and city authorities and youth groups to improve youth employment and living conditions in their cities, reduce vulnerabilities and, consequently, contribute towards overall national development. Results expected from the project are an increased capacity of youth-led organizations to initiate and manage projects, including fundraising; improved knowledge of what works in youth-led development projects; increased awareness amongst policymakers and donors of the need to mainstream youth in development policies and strategies. At the national (client) level, when a request is received, UN-Habitat facilitates the setting up of an Urban Youth Fund at the national or city level as well as the transparent selection of beneficiary youth groups. Selected youth groups then receive intensive training in project management, including financial management and monitoring and evaluation in order to ensure successful project implementation.
RESPONSIBILITIES
The Urban Youth Unit is a project under the UN Habitat with the aim of strengthening the capacities of international, national and city authorities and youth groups to improve youth employment and living conditions in their cities, reduce vulnerabilities and, consequently, contribute towards overall national development.

The Urban Youth Unit also will be conducting an analysis of their previous work. This is essential for progress which will be done through outlined publications.
COMPETENCIES
Knowledge and understanding of child and youth development and youth engagement, standards and practice;
Experience in planning and Organizing including development of clear goals that are consistent with agreed strategies; identifies priority activities and assignments; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary;
Proven track record of excellent management and technical leadership skills and ability to delegate appropriate responsibility, accountability and decision-making authority.
Professionalism: Knowledge and understanding of child and youth development and youth engagement, standards and practice, with particular emphasis on youth mainstreaming in technical cooperation, land and housing, water and sanitation, youth and local governance; knowledge of the work of the United Nations related to child and youth mainstreaming and child/youth-led development.
Planning and Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary.
Leadership: Proven track record of excellent management and technical leadership skills and ability to delegate appropriate responsibility, accountability and decision-making authority. Demonstrated flexibility in leadership by performing, and/or overseeing change initiatives, including the analysis of complex human resources, budgetary, financial or administrative management policy and programmatic issues. Demonstrated ability to provide leadership and take responsibility for incorporating gender and inclusion perspectives into substantive work; commitment to the goal of achieving gender balance in staffing.
Communication: Excellent drafting ability and communication skills, both oral and written; ability to defend and explain difficult issues with respect to key decisions and positions to staff, senior officials and members of intergovernmental bodies; Speaks and writes clearly and effectively; demonstrates openness in sharing information and keeping people informed.
Client Orientation: Considers all those to whom services are provided to be ‘clients’ and seeks to see things from clients’ point of view; monitors ongoing developments inside and outside the clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.
EDUCATION
Advanced university degree in Finance and Investment ( Msc), economics, urban planning, or related field.
WORK EXPERIENCE
A minimum of 3 years of experience working with youths and social programs preferably in the field of empowerment and networking in developing countries,
Experience in operational activities and research,
Experience in Communication and Public relation activities,
Experience in managing and providing support to groups remotely.
LANGUAGE SKILLS
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.

REMUNERATION
Payments will be based on deliverables over the consultancy period. There are set remuneration rates for consultancies. The rate is determined by functions performed and experience of the consultant. The fees will be paid as per agreement.
