Kenya Civil Aviation Authority Jobs

  • Kenya Civil Aviation Authority is a State Corporation under the Ministry of Transport & Infrastructure, established under the Civil Aviation (amendment) Act 2002 and reestablished under Civil Aviation Act, 2013.The Authority is seeking to recruit qualified Kenyan citizens to fill the positions in the establishment and fresh Graduate Trainees in Air Traffic Control and Aeronautical Information Services as detailed below.
    The qualifications required for consideration to the respective job vacancies and training is as follows:
    1. Graduate Trainees - Air Traffic Control Services
    20 Vacancies
    Ref: ANS/ATS/17/15 Qualifications:
  • A first degree from a recognized university with a secondary school mean grade of C+ and a minimum score of C+ in English, Geography, Mathematics or Physics
  • ‘O’ Level certificate of at least mean grade c+ with grades (C+ and above) in Mathematics, Physics or Geography.Additionally, the candidates will be required to:
  • Pass an aptitude test for Air Traffic Controllers
  • Pass ICAO Class III medical Test
  • Be aged between 18 and 28 years2. Graduate Trainees - Aeronautical Information Services
    14 Vacancies

    Qualifications:
  • A Bachelor of Science degree in either , Information Technology, Aviation, Geographical Information Systems, Geography and Survey .
  • At least mean grade C+ with grades (C+ and above) in English, Physics, Geography and Mathematics.
  • Fluency in French language will be an added advantage.
  • Aged between 18 and 28 years3. Mechanical Workshop Technician

    Job Purpose: To ensure the laboratory is adequately prepared for course delivery. Scope of Work / Duties / Responsibilities
  • Service and maintain the laboratory equipment in good working conditions (training simulators for Air Traffic Control, computers, audio-visual equipment, etc)
  • Set up the laboratory for training according to the requirements of course being taught
  • Perform inventory of equipment
  • Perform minor trouble-shooting on computer application, e.g., the ATS application
  • Assist students with the use of equipment in the laboratoryQualifications
  • A diploma in Mechanical Technology Engineering
  • Experience: 5 years’ experience as an operator of mechanical workshop machinesKnowledge and Skills
  • A good understanding of the applications and the platform used in the training simulators
  • Basic understanding of the different set ups for the laboratory based on the course requirements.4. Job Title: Laboratory Technicians
    Grade II

  • An basic understanding of the different set ups for the laboratory based on the course requirements5. Job Title: Manager Air Transport and Economic Regulation
    Ref: ASSR/ATER/01
    Directorate: Aviation Safety and Security Regulations
    Reports To: Director Aviation Safety and Security Regulation
    Job Purpose:
    Plans and directs the activities of Air Transport and Economic Regulation to achieve a coordinated approach to policy formulation, inspections, surveillance and licensing of air services
    Scope of work / duties / responsibilities
  • Plan and control the operations of the department of Air transport and Economic Regulation in accordance with laws and regulations related to Air Transport Economics and agreed objectives and targets;
  • Coordinate and liaise with relevant organisations/directorates/departments/agencies on matters relating to civil aviation bilateral/multilateral agreements, international agreements and convention protocols;
  • Develop, implement and review competition policy, monitor and advice on tariffs for passengers and freight;
  • Plan, direct, implement and enforce the relevant legislation / industry developments on air transport and economic regulation;
  • Advise on the designation of airlines and authorize air carrier schedules and tariffs;
  • Prepare and recommend new regulations on air transport and economic regulation
  • Develop and propose policies, standards, regulations and legislation to ensure that the regulatory framework of the KCAA is aligned and compliant with ICAO annexes and recommended practices, as well as other regional and international conventions of which Kenya is a member State;
  • Advise Licensing of Air Services Committee of the Board of Directors on grant of air service licenses, coordinate and ensure compliance with conditions and requirements provided in the air service license, including matters related to bilateral or multilateral air service agreements.
  • Maintain records of proceedings/notes of evidence in relation to appeals tribunal
  • Review inspection guidance material, manuals and procedures, and develop qualifications for ATO credentials;
  • Oversee coordination of Air transport field inspections, operations, surveillance, Air transport Data Analysis, economic licensing and enforcement activities in all airports to ensure compliance with standards, regulations and best practices;
  • Approve aircraft lease agreement, airline commercial arrangements, ad-hoc air carrier permits, operating authorisation for international scheduled air carriers and co-ordinate with MOT, or where necessary military and diplomatic clearances;
  • Advise and guide Management and the industry on the interpretation and application of relevant laws and conventions;
  • Prepare and implement the Directorate’s operational plan and budget to achieve targets in line with the KCAA strategic plan.
  • Conduct regular performance reviews of staff in the Directorate to determine training and development needs and ensure that the highest standards of performance and conduct are being adhered to.
  • Work with the legal services to propose / draft appropriate legislation and regulations / Amendments;
  • Work closely with other departments as necessary to meet the corporate objectives.
  • Perform any other official duties as may be assigned by the Director, Aviation Safety and Security Regulations.Qualifications
    The successful candidate must possess the following qualifications:
  • A Bachelor’s Degree from a recognized University;
  • A master’s degree in Aviation or relevant Social Science Discipline or Physical science discipline would be an added advantage;
  • A diploma in Air Transport Management, Air Transport Economics or a related field would be an added advantage;
  • Training in Management or leadership;
  • Certificate in Air and Space Law would be an added advantage;
  • Proven experience in Financial Accountability and people management would be an added advantageExperience
  • At least Five (5) years’ experience at a senior level in the aviation industry or a related field;Skills
  • Be computer literate and proficient in computer applications.
  • Excellent interpersonal and communication skills
  • Team player and with strong leadership skills
  • Ability to work under pressure and meet deadlines
  • Be analytical, innovative and strategic thinkerFor graduate trainees, the courses will be conducted at East African School of Aviation (EASA) Embakasi, Nairobi and will include on-job training at any of the KCAA manned airports.
    The training period for Air Traffic control Services will be one year, Eight Months while that of Aeronautical Information Services is one year.
    Note: The graduate trainee opportunity is open to both male and female candidates who have recently completed their studies and meet the specifications for the courses.
    The trainees will not be eligible for salary payment during the training period.
