Org. Setting and Reporting
The United Nations Human Settlements Programme, UN-HABITAT, is the United Nations agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. The post is located in the Urban Legislation, Land and Governance Branch (ULLGB), Global Land and Tools Network (GLTN) Unit. Under the general guidance of the Branch Coordinator and the direct supervision of the Unit Leader, the incumbent will be responsible for the following duties:
Responsibilities
- Assist in the coordination of the Unit by:
(a) Developing work plans, in line with the UN-HABITAT Medium-term Strategic Plan 2014-2019; (b) Monitoring the implementation of work plans; (c) Ensuring the effective and efficient execution of land related projects and programmes; - Assist in policy development by:
(a) Serving as senior land policy officer, reviewing and advising on the overall policy direction on a range of policy issues related to land and the linkages with other areas;
(b) Assisting in the preparation of reports, studies, background papers, policy guidelines, correspondence and presentations
(c) Serving as the primary focal point on policy-related issues, liaising with other land related organizations, donors, and other stakeholders and providing advice on a range of land related issues.
(d) Providing capacity development support through documentation and knowledge management, tool development and facilitating of networking with partners and other stakeholders. - Assist in building partnerships within the framework of the Medium-term Strategic Plan and the Enhanced Normative and Operational Framework (ENOF).
- Perform other duties as required.

Education
Advanced university degree (Master's degree or equivalent) in land management, geography, economics, urban planning, engineering, law or related area. A first-level university degree with a combination of two years professional and academic qualifications may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of seven years of progressively responsible experience in land related projects and programmes with at least two years’ experience at the international level. Proven experience in human settlements development fields, projects/programmes design and implementation with the UN or other international agencies will be an asset. Qualifying years of experience are calculated following the receipt of the first level university degree recognised by the United Nations.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of a second UN language is an asset.
Assessment Method
Evaluation of qualified candidates may include an assessment exercise which will be followed by a competency-based interview.
