BACKGROUND
Since Habitat II, UN-Habitat has been committed to promoting the participation of young people as partners in implementing the Habitat Agenda and the achievement of the MDGs. At the 20th Governing Council in 2005, the Strategy for Enhanced Engagement with Youth was adopted and has provided a framework for designing and implementing a Youth Empowerment Programme (YEP) through subsequent years. Through the support from the Government of Norway and the institutional commitment of UN-HABITAT, a number of member states have expressed interest and continued support for the youth program.
The UN conducts many different youth activities through its various entities such as the UN Youth Volunteers Program and their youth projects, the Youth Fund System to support youth, the Urban Youth Research Network and The One Stop Youth Information and Resource Centres by UN-HABITAT, Youth Leadership Camps organized by the United Nations Office on Sport for Peace and Development, the United Nations Inter-Agency Network on Youth Development and the United Nations Youth Delegates Programme. Although successful, these youth activities have limited results when it comes to conveying the UN mission to youth around the world, due to a lack of a network which unites all different youth activities under a holistic entity.
The focus of the contractor will be to assist in the establishment of a UN Office on Global Youth Centres Network (UNYCN), which will act as a network, research centre and reference point which develops international norms and standards and strives to incorporate the concepts of “Peace, Security, Justice, Development, Human Rights, Empathy and Tolerance” in a more systematic and thematic manner in youth work around the world.

RESPONSIBILITIES
To establish a Model Global Youth Centre
The establishment a network of youth centres and linking of youth work to create a global synergy in this sector,
To act as an international facilitator and promoter for youth work and to provide content and curricular support to youth centres,
To bring together youth work and the UN’s vision and philosophy through the formulation of a standardization and accreditation system that will serve the UN’s interest,
To bring forward local characteristics of youth work around the world to the global scene of youth work, to support intercultural exchanges through the youth centres network, and support threatened local values (local dances, cultures, local music and languages) by supporting their representation in youth groups,
To support networks in segments such as international young leaders, young entrepreneurs, young volunteers and young journalists and to support and strengthen the ties between UN entities related to this area, to encourage higher quality of these ties and create international support mechanisms,
To form a network between youth, youth leaders, policymakers, public, private and non-governmental organizations who and which conduct work in the field of youth and to bring together faces of international youth work on a regular basis at the proposed UN Youth Camp Centre,
To act as a model for worldwide youth centres, camps and youth work, and encourage setting sail to new horizons in youth work by supporting innovation,
To create an online learning environment by providing online support systems to the networks formed between youth centres and in youth work.

EDUCATION
University degree (Undergraduate or post graduate) in sociology, politics, economics, law, gender and development, urban planning, management and other social science or related field.

WORK EXPERIENCE
3 years of progressively responsible experience in working with youth development and participation issues. Capacity building, Advocacy, Partnerships and training in youth development and participation is desirable.

LANGUAGE SKILLS
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.

REMUNERATION
Payments will be based on deliverables over the consultancy period. There are set remuneration rates for consultancies. The rate is determined by functions performed and experience of the consultant. The fees will be paid as per agreement.
