Project Operations and Finance Manager Job

    Job Summary:
    The Population Council is seeking a dynamic candidate to fill the post of Project Operations and Finance Manager.
    The successful candidate will play a key role in the development, implementation, and operations of a multicountry research initiative to produce a global evidence base on the most effective and cost-effective approaches to ending female genital mutilation / cutting (FGM/C) to inform policy and programming.
    Responsibilities:
  • Manage the operational aspects of the project, including compliance with Population Council and donor policies and procedures in areas such as grants and contracts, financial management, human resources, logistics and information technology.
  • Be responsible for regular communications with the donor on operational and administrative aspects of the project, and be able to present successes and challenges and collaborate on solutions to problems with the donor.
  • Lead project efforts to ensure efficient and cost-effective spending and development of strategies to ensure value for money in all operational areas of the project, and work with technical team to integrate value for money strategies into project activities
  • Support administrative staff to effectively administer sub-agreements with project partners; adhere to the donor’s and the Council’s financial and accounting procedures; and develop and monitor annual work plans and budgets, financial reports, and other documents as required.
  • Develop a system and tools to track and document value for money and be responsible for reporting to the donor on the documentation and achievement of value for money.
  • Take responsibility for setting up a system to identify, assess, monitor, and address potential organizational and financial risks related to this initiative and monitor implementation of and compliance with a programme risk management plan with output-specific monitoring and mitigation activities.
  • Travel, as needed, to work with project staff located in Population Council country offices and offices of partners on operational and financial aspects of the project, including financial management and reporting.
  • Ensure accurate and timely implementation of activities, reporting, and value for money by overseeing management of local subcontracts, recruitment, and logistics.
  • Ensure excellent financial management of this project by adhering to established Population Council procedures for financial management and accounting, developing and submitting accurate and timely financial reports to the Population Council and donor, and ensuring compliance with the donor’s policies and procedures.Qualifications:
  • Advanced degree in project management, business administration, business management or related field.
  • Accounting professional qualifications such as CPA (K) or ACCA will be an added advantage.
  • Demonstrated ability and at least eight years of experience in project management and operations of a complex multi-partner, multicountry donor funded programs in developing countries.
  • Experience living in a developing country overseeing the project management and operations of a large, complex, multi-partner project.
  • Prior experience managing DFID projects is required.
  • Theoretical and practical knowledge of social development, gender, and adolescent programming, women’s empowerment and rights, and/or reproductive and sexual health.
  • Solid leadership, management, and staff development skills in order to effectively manage and supervise a diverse range of finance and operations staff and who may be located in different places.
  • Excellent organizational and interpersonal skills.
  • Ability to handle a heavy workload with competing priorities and work independently with minimal supervision as part of a team.
  • Fluency in English essential, with demonstrable writing skills for report and presentation preparation; proficiency in French preferable.Interested candidates should send their resume and cover letter to jobs-nairobi@popcouncil.org
