Job Overview / Summary (What and Why):
The International Rescue Committee (IRC), through the Every Voice project, is implementing a community scorecard approach in Turkana County, one of the most underserved and neglected areas of Kenya.
This is aimed at enabling the community as beneficiaries to assess the provision of health services and to provide feedback to service providers and local authorities in order to strengthen overall public accountability and local service provision.
The first scorecard cycle ran between July and December of 2014 and the second cycle is expected to run between May and August of 2015.
As part of the learning process in cycle II, the project will engage a social researcher who will track the social and relational changes taking place at the community level between different stakeholders associated with the scorecard process.
The role requires someone with a rich experience in qualitative research (data collection and analysis), records and report writing.
As well, the candidate should have exceptional people skills including listening, interviewing and observation skills.
Mastery of Kiswahili is a requirement, while that of the local Turkana language is highly desirable.
Main Responsibilities
Program
As a participant observer, take part in community meetings of the scorecard in identified facilities;
Conduct discussions with the following individuals:
Key informants constituting community participants, service providers and other relevant stakeholders to assess their perception of the usefulness of the scorecard process and if meaningful changes can be attributed to the introduction of this tool;
Community members who will have provided feedback through the SMS platform to assess their understanding of the questions they answered and elicit further feedback;
Patients that visit health facilities in the area to assess their awareness of the scorecard process and whether they can identify any changes that were brought about as a result of this exercise;
Key members of the Sub-County Health Management Team;
Triangulate information from key informants for accuracyReporting and Monitoring
Prepare short individual profiles of selected representative community members and service providers explaining their background and why they participated in the scorecard project and what changes they saw attributable to the scorecard.The different interviewees to include those who took part in the FGDs, SMS and another for the patients.
Prepare a descriptive report documenting observed and reported changes at the facilities that will have been selected as case studies for the research.
Maintain respectful and constructive relations with project stakeholders including the community;
Maintain an up to-date activity tracking tool soft copy/hard copy of all activities related to the evaluation
Ensure confidentiality and ethical data collection throughout the assignmentRequired qualifications and competencies
Bachelors degree in anthropology, ethnology, Sociology, or social sciences with wide field experience.
A Masters degree will be an added advantage.
Extensive experience in community education/training, in areas related to citizen’s participation and inclusion as well as knowledge of social accountability tools.
Ability to differentiate between interesting and actionable findings.
Experience in qualitative data collection and analysis
Good understanding of social and cultural theories
Excellent observational and interviewing skills and an ability to understand and decipher human behavior
Willingness to spend time among the target community
Fluency in English and Kiswahili.
Good spoken Turkana language desirable
Good analytical and interpersonal skills and ability to get along well with diverse groups of people.
Good written and verbal communication skills.
Strong computer skills (word and excel).Expression of Interest

Pay consultancy fees at a mutually agreed rate.
Mobilize the interviewees and support the data collection process
Organize for interpretation where need be.
