BACKGROUND
The Global Land Tool Network (GLTN), as facilitated by UN-Habitat, is an alliance of global regional and national partners contributing to poverty alleviation through land reform, improved land management and security of tenure particularly through the development and dissemination of pro-poor and gender-sensitive land tools. The vacant post is located at Land and GLTN Unit under the Urban Legislation, Land and Governance Branch of UN-Habitat.
GLTN Phase II (2012-2017) implementation focuses on the implementation of tools and approaches at country building from the experiences and lessons learned from Phase I. The objective of the post is to provide assistance on the programme and its related sub-projects and activities in regards to over-all research and documentation requirements, also in relation to the upcoming Mid-Term Review of the programme. The research and documentation work will have focus on tool development and implementation, partnership building and networking, capacity development and country engagement.
RESPONSIBILITIES
The consultant, reporting to the Unit Leader of Land and GLTN Unit and/or authorized staff, will be expected to undertake the following duties and responsibilities:
- Leads in the research and documentation requirements of the Unit and its programmes and projects in regards to tool development and implementation, capacity development and country level work.
- Develops, implements and monitor a strategy for the over-all research and documentation of lessons learned, experiences, partnership building, field operations and other related processes in collaboration with team members and key partners.
- Undertakes related researches and documentations and compiles, analyzes, summarizes and presents basic information/data on programme-related experiences, partnerships, impacts/results and lessons learned particularly at country level.
- Liaises with partners including at country level and to various Unit team members to facilitate data gathering, research, documentation and dissemination of relevant information.
- Provides technical inputs and support in the implementation of various programme-related strategies, tools implementation, action plans, work programmes and events/meetings.
- Perform other related duties as necessary and as required.

EDUCATION
At least a Master’s Degree graduate in the field of land administration and management, social sciences, programme management, political science and political economy.
WORK EXPERIENCE
- A minimum of three years’ experience in social and technical research and documentation and/or technical reporting is required.
- Experience on land management projects and related land issues in developing countries particularly in the context of African region is highly preferred.
- Experience in research in the work of the UN system and/or in any international organization with multicultural environment is preferable.
- Team working ability and flexibility; and
- Advance knowledge on land tenure and land administration challenges.
LANGUAGE SKILLS
English and French are the working languages of the United Nations. Proficiency in written and spoken English is required. Knowledge of another UN language is an asset.
OTHERS
- Willingness to travel on missions in Africa
- Knowledge in the development on innovative land tools
- Ability to work under pressure and in multi-cultural environment
REMUNERATION
Payments will be based on deliverables over the consultancy period. There are set remuneration rates for consultancies. The rate is determined by functions performed and experience of the consultant. The fees will be paid in installments upon completion and acceptance of the outputs.
