Description of Saferworld Somalia/land programme
Saferworld is an independent non-governmental organisation that works to prevent and reduce violent conflict and promote cooperative approaches to security. We work with civil society, governments and international organisations to encourage and support effective policies and practices through advocacy, research and policy development, and through supporting the development of local capacities and structures. Saferworld has been working in Africa since 1997, with a primary focus upon East Africa and the Horn region. We have well-established programmes in Kenya, Uganda, Somalia and Sudan. In addition, Saferworld supports regional and international conflict prevention and security processes. Saferworld’s headquarters are in London, with a regional office in Nairobi, and country offices in Kampala and Juba. The Somalia programme is managed from Saferworld’s Nairobi office.
Saferworld’s Strategy 2014-2017 for Somalia/land has three core components.
  • Supporting the development of a democratic culture including the oversight of free and fair elections
  • Supporting reconciliation processes between the local authorities
  • Supporting the provision of community-based security and justice and related policy reform
Description of the Participatory Governance and Peace Programme
Denmark has, together with other international development partners, supported governance and state building efforts as crucial components in Denmark’s assistance to Somalia 2011-14. This has included support to electoral processes, peacebuilding activities at the community level and civil society work particularly in Somaliland and Puntland.
The objective of this project is to manage the Development Engagement (DE) of the Danish Somalia Country Programme focusing specifically on participatory governance and peacebuilding. The DE is centred around strengthening of relevant civil society organisations, peace and reconciliation efforts and the consolidation and enhancement of the electoral processes in Somalia; South Central, Puntland and Somaliland encompassing the entire electoral cycle.
The overall objectives which the DE will seek to achieve are as follows:
· Strengthened inclusive and participatory governance processes at the local, regional and federal levels in Somalia,
· Enhanced capacity developed of local administrations and civil society to engage in peacebuilding activities and to advance democratic processes, systems and practices.
Additional objectives for the project are:
· Coordination and cooperation arrangements between relevant actors engaged in similar activities put in place and operational ensuring efficient labour division, transparency and accountability, maximising efforts and avoiding duplication of efforts.
· Capacity-development activities implemented to ensure that previous gains from democratic processes also supported by Denmark are embedded in new legal frameworks particularly in the area of electoral processes.
· Electoral institutions ensuring active civic participation and efforts to empower capable rights holders and duty bearers put in place and strengthened.
· Analytical and research capacities of selected civil organisations and institutions strengthened.
· Peacebuilding efforts particularly at the community level consolidated and expanded through support to local civil society actors engaged in reconciliation and dialogue.
· Inclusion and empowerment of women integrated as a pivotal part of the above mentioned processes and activities.
Job Purpose
The primary purpose is to provide technical input, particularly related to supporting electoral processes, to the Participatory Governance and Peace Programme funded by DANIDA.
Key areas of responsibility:
Context analysis and strategy development
  • In collaboration with the Project Manager and others, regularly analyse the political context in Somalia/land and in the international community to identify issues the PGP program should address.
Capacity building and development
  • Provide training and build capacity of Electoral Commissions in Somaliar
  • Provide technical advisory services to Electoral Commissions
  • Capacity development of and support to selected civil society organisations with experience of conducting analysis and research in the area of promotion of participatory and democratic governance, peace building and electoral processes, including identification of the needs and priorities of local communities and people.
  • Capacity development and support to duty bearers such as relevant ministries, government institutions and local administrations in the area of administration of inclusive electoral processes encompassing the entire electoral cycle.
  • Capacity development targeting selected duty bearers such as relevant ministries, government institutions and local administrations particularly in the area of administration of inclusive electoral processes encompassing the entire electoral cycle.
  • Support to awareness raising of rights holders, through the strengthening of civil society actors through civil education and outreach particularly at the local level with a particular focus on vulnerable groups and by applying a gender sensitive perspective, in the areas of democratic governance, electoral processes and peacebuilding
Financial and project management
  • Provide financial and project management support to local civil society organisations in promoting events of peace building, conflict prevention and reconciliation and democratic governance
Person Specification
Knowledge
· Relevant university degree or equivalent professional experience
· Familiarity with Danida Aid Management Guidelines or similar.
Experience
· Work experience from both a developing context and from (a) OECD countr(y)ies.
· A minimum of 5 years relevant programme management experience in a developing context.
· Solid professional experience within the field of peacebuilding and democratic governance including electoral processes and civil society engagement
· Experience of enhancing and improving the situation of women and gender equality
· Experience of working on peace building, governance and democratization and capacity development in the Horn of Africa
· Experience of working with government and non-government stakeholders on good governance, peace building and democratisation.
· Experience with legal and regulatory frameworks for electoral processes covering the entire election cycle
· Solid work experience from the East Africa region, preferably the Horn of Africa
· Skills
  • Excellent communication and interpersonal skills.
  • Good written and spoken English Location:Nairobi, Kenya
