Description of Saferworld Somalia/land programme
Saferworld is an independent non-governmental organisation that works to prevent and reduce violent conflict and promote cooperative approaches to security. We work with civil society, governments and international organisations to encourage and support effective policies and practices through advocacy, research and policy development, and through supporting the development of local capacities and structures. Saferworld has been working in Africa since 1997, with a primary focus upon East Africa and the Horn region. We have well-established programmes in Kenya, Uganda, Somalia and Sudan. In addition, Saferworld supports regional and international conflict prevention and security processes. Saferworld’s headquarters are in London, with a regional office in Nairobi, and country offices in Kampala and Juba. The Somalia programme is managed from Saferworld’s Nairobi office.
Saferworld’s Strategy 2014-2017 for Somalia/land has three core components.
  • Supporting the development of a democratic culture including the oversight of free and fair elections
  • Supporting reconciliation processes between the local authorities
  • Supporting the provision of community-based security and justice and related policy reform
Description of the Participatory Governance and Peace Programme
Denmark has, together with other international development partners, supported governance and state building efforts as crucial components in Denmark’s assistance to Somalia 2011-14. This has included support to electoral processes, peacebuilding activities at the community level and civil society work particularly in Somaliland and Puntland.
The objective of this project is to manage the Development Engagement (DE) of the Danish Somalia Country Programme focusing specifically on participatory governance and peacebuilding. The DE is centred around strengthening relevant civil society organisations, peace and reconciliation efforts and the consolidation and enhancement of the electoral processes in Somalia; South Central, Puntland and Somaliland encompassing the entire electoral cycle.
The overall objectives which the DE will seek to achieve are as follows:
· Strengthened inclusive and participatory governance processes at the local, regional and federal levels in Somalia,
· Enhanced capacity developed of local administrations and civil society to engage in peacebuilding activities and to advance democratic processes, systems and practices.
Job Purpose
The primary purpose is to provide overall oversight of the Participatory Governance and Peace Programme funded by DANIDA.
The job-holder will be responsible for ensuring that:
· Coordination and cooperation arrangements between relevant actors engaged in similar activities are put in place and operational ensuring efficient labour division, transparency and accountability, maximising efforts and avoiding duplication of efforts.
· Capacity-development activities are implemented to ensure that previous gains from democratic processes also supported by Denmark are embedded in new legal frameworks particularly in the area of electoral processes.
· Electoral institutions ensuring active civic participation and efforts to empower capable rights holders and duty bearers are put in place and strengthened.
· Analytical and research capacities of selected civil organisations and institutions are strengthened.
· Peacebuilding efforts particularly at the community level are consolidated and expanded through support to local civil society actors engaged in reconciliation and dialogue.
· Inclusion and empowerment of women is integrated as a pivotal part of the above mentioned processes and activities.
Key areas of responsibility
Programme Quality & Impact
  • Ensure the project maximises potential policy change on key peacebuilding, statebuilding and security issues in Somalia/land.
Budget management
  • Overall responsibility for financial management of the programme, including approving and monitoring partner transfers and Saferworld direct expenditure.
Monitoring & Evaluation
  • Ensure timely and high quality donor and internal reporting which effectively captures programme impact and contributes to institutional learning.
Line Management
  • Effective line management and support to the Adviser and Short Term Experts
Internal & external relationships
  • Raise awareness of Saferworld’s programme and partners among the international community and maintain a good working relationship and communication with all members of the Somalia programme team, Nairobi Office and Headquarter colleagues.
  • Liaise with relevant Somalia Government officials
  • Report regularly to the Danish Embassy in Nairobi
Person Specification
Knowledge
· Relevant university degree or equivalent professional experience
· Familiarity with Danida Aid Management Guidelines or similar.
Experience
· Work experience from both a developing context and from (a) OECD countr(y)ies.
· A minimum of 5 years relevant programme management experience in a developing context.
· Solid experience as a team leader on peacebuilding and democratic governance including electoral processes,
· Experience of working in sensitive political settings and situations affected by conflict and fragility,
· Experience of working on governance and democratisation in the Horn of Africa
· Proven track record of working with the communities and regional/local institutions in Somalia which intend to implement the programme.
· A proven record demonstrating a solid understanding of the New Deal Somali Compact and its organisation and structures and the linkages between various programmes developed and implemented under the New Deal Compact and the activities that take place under this framework.
· Experience of conceiving, developing implementing result frameworks and M&E systems and scenario planning and risk management systems including risk matrixes.
· Experience of managing and administrating grant schemes and programmes supported by international development partners (dialogue, financial management, accounting, contracting, and procurement).
· Solid work experience from the East Africa region and preferably the Horn of Africa
