Data Quality Assessment (DQA) Manager

International Business and Technical Consultants Incorporated (IBTCI) is seeking a Data Quality Assessment (DQA) Manager. He or she will be responsible for a number of activities to ensure that the USAID/EA/Somalia Office is aware of 1) the strengths and weakness of data collected by the Office from its implementing partners; and 2) the extent to which the data can be trusted to influence management decisions. This position is based in Nairobi, Kenya and the period of performance will be about eight weeks approximately June-August 2015, and may be divided into two separate trips.
The Data Quality Assessment (DQA) Manager must:
  • Review documentation, including past DQAs, USAID/Somalia Performance Management Plan, and Implementing Partner (IP) Monitoring & Evaluation Plans; develop materials for training USAID staff and a tool / questionnaire that can be used during visits to the IP and activity sites; identify possible locations for site visits and develop a schedule in collaboration with USAID staff.
  • Train the relevant staff of USAID and its relevant implementing partners using a mix of teaching techniques such as lectures, discussions and practice exercises to ensure that trainees are able to internalize information provided and apply their learning.
  • Meet with each DQA team to ensure that the relevant USAID staff are ready to lead the DQA. This may include a review of each indicator to identify information that is known and the information that needs to be collected or clarified, a practice interview, and a clarification of roles and responsibilities.
  • Provide support and oversight to ensure that all necessary information is collected during meetings with partners and site visits; travel to the site on his/her own and report findings to the other members of the relevant DQA team.
  • Meet with DQA team members to review each indicator against the quality standards and complete a DQA checklist; based on this review, work with the DQA teams to identify recommendations to address any emerging data quality issues.
  • Be responsible for submitting a detailed DQA report to USAID, based on discussions with the DQA team members.
The Data Quality Assessment (DQA) Manager must have the following qualifications:
  • Extensive experience in conducting DQAs;
  • Proven ability to develop training materials and conduct training sessions using these materials;
  • Willingness and ability to travel to Somalia;
  • Understanding of USAID performance management standards and guidelines; and
  • Fluency in spoken and written English.
