Background
The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. Using a protection of human rights framework, DRC has mainly focused on Somalis who are displaced by conflict. Programmes include protection, livelihoods, food and NFI distribution, water and sanitation, and advocacy amongst others. There are 4 main programme offices in Somali region, one in Yemen, one in Ethiopia, one in Kenya and one regional office in Nairobi. There are also non operational region wide initiatives, focusing on advocacy and capacity building, which are supported from the Nairobi regional office. DRC has seen growth in programme size, but primarily there has been a growth in the number of support and management functions demanded and required by the programme offices, in order to maintain quality and accountability.
Purpose
The Procurement Officer is responsible for all procurement in the Regional Office of DRC in Horn of Africa and Yemen. This includes:
- Ensuring that all procurement meets organizational guidelines and procedures as per the DRC Operations Handbook and relevant donor requirements
- Advising all staff on issues relating to procurement, across the region
- Providing technical support and capacity building on procurement across the region
- Ensuring that all documentation related to regional procurement meets organizational and donor guidelines
- Operational support in supply chain for countries within the region
- Flag bottlenecks and weaknesses in internal control to be addressed by management
Key Responsibilities
- To ensure that all procurement procedures, practice, and documentation meet standards set in the DRC Operations Handbook, and in accordance with donor requirements, to bring transparency and accountability to the procurement process.
- To ensure that procurement documentation is completed, organized, and filed in accordance with the DRC Operations Handbook
- To ensure that all procurement meets programme needs in terms of timeliness, value for money, delivery and quality, and to maintain continuous communication with programmes to this effect
- To liaise with other logistics colleagues in the receipt and verification of goods and services
- To liaise with DRC Finance teams regarding payments and documentation
- To ensure fair and professional dealings with all external suppliers and contractors in line with the DRC Operations Handbook
- To manage existing contracts with suppliers and contracts, and ensure supplier appraisal on a period basis
- To track all regional procurement, and provide weekly updates to relevant managers and colleagues on procurement status, with quarterly updates to the RHOFA
- To manage a small petty cash float if required for the P&L team, in line with finance regulations
- To provide induction for new staff on how to access and receive procurement services
- To lead and coordinate regional procurement activities including annual process of establishing supplier lists and framework agreements, linking with colleagues across the region and different programmes
- To provide technical advice and support to colleagues across the region on procurement issues relating to
- Organisational procedures and donor requirements, especially with regard to organisational control and prevention of fraud/corruption of the procurement process
- Technical issues relating to procurement
- Supplier management
- Coordination between departments on procurement related issues
- To provide training and capacity building support as required across the region
- To assist in the preparation of donor reports, with relation to items procured, and in coordination with colleagues from programmes, logistics, and finance

This position is based in Nairobi with travel within the Horn of Africa and Yemen
Duration
1 year contract with possibility of extension
General
Commitments: DRC has a Humanitarian Accountability Framework, outlining its global accountability committments. All staff are required to contribute to the achievement of this framework
Qualifications
- Degree in Business Administration or Purchasing and Supplies. Diploma Level preferable from Chartered Institute of Purchasing and Supply (CIPS, UK) with at least 3-years work experience in relevant field will be considered
- High integrity, pro-active, stable, robust character and a good team-player
- Excellent communication skills
- Excellent analytical and negotiation skills.
- Substantial within carrying out actual procurement
- Experience in working in NGOs
- Proven commitment to accountability practices.
- Proven ability to prioritize tasks, meet deadlines and work with limited supervision
- Knowledge of computers: word processing, database management packages.
- Ability to travel regularly within the region and beyond for up to 3 weeks at a time sometimes in conflict areas and physically difficult conditions
