Programme Officer (Devolution & Public Finance) , European Union Delegation to the Republic of Kenya

  • The European Union Delegation to the Republic of Kenya is planning to recruit a Programme Officer in the areas of Devolution and Public Finance.This is a Local Agent position under Kenyan law.
    We are: The European Union (EU) is an economic and political partnership between 28 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organisations.
    Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an Embassy. The EU Delegation in Nairobi is one of the world’s largest European Union Delegations.
    The EU Delegation to Kenya ensures the representation of the EU to Kenya, analyses Kenya's politics, economics, social, development and foreign policies and implements EU development aid while promoting and defending the values and interests of the EU.
    We are looking for: An experienced development professional with hands-on experience on devolution and/or public finance, who has worked with development partners before.
    You have thorough knowledge of the governance setup enshrined in the Constitution of Kenya.
    You would feel at ease implementing projects with Government and county institutions, as well as civil society organisations.
    You have excellent drafting, reporting as well as analytical skills, but can also articulate a clear and workable position in meetings.
    You would manage the whole project cycle for projects on devolution and possibly, public finance, from identification/formulation to final evaluation and closure.
    You would also be in charge of calls for proposals for non-state (civil society) actors.
    You would represent the EU Delegation in coordination meetings in the relevant sectors.
    Finally, you would also draft reports and policy notes on the projects and issues relevant to your portfolio.
    You will be working in the Macroeconomics, Governance and Private Sector Support Section of the EU Delegation to Kenya.
    Your work will imply frequent coordination meetings in Nairobi and occasional missions across Kenya.
    Main responsibilities
  • Monitor developments, contribute to/provide reports, policy notes, input and feedback on devolution, public finance and civil society support in Kenya.
  • Draft and submit project proposals and guidelines for calls for proposals in the aforementioned areas.
  • Manage the whole project cycle of projects initiated in the aforementioned areas, including specific stages of implementation such as tendering and use of external technical assistance, but also monitoring and evaluation.
  • Launch, manage and monitor calls for proposals funded by the Non State Actors (NSA) budget line.
  • Contribute to the evaluation of other calls for proposals managed by the governance section.
  • Ensure proper reporting on projects in the areas mentioned above
  • Maintain a regular and good relationship and coordination with Government counterparts, relevant non state actors as well as other development partners active in the sector
  • Ensure information, communication and visibility of programmes and projects.
  • Any other assignment that may be assigned.We require
  • University level education in social sciences (including law) of at least 3 years OR at least 15 years professional experience in these fields (eligibility).
  • A minimum of 8 years’ pertinent experience in development aid and policies (eligibility).
  • A minimum of 3 years' work experience in devolution and/or public finance (eligibility).
  • A minimum of 3 years' work experience in managing donor-funded programmes (eligibility).
  • Past experience in an international working environment (eligibility). Experience of project implementation with civil society organisations will be an asset.
  • Excellent written and spoken English (main working language). Knowledge of Kiswahili and other local languages a distinct advantage;
  • Proven ability to build and maintain positive working relationships with colleagues, national counterparts, donor agencies, other stakeholders and ability to adapt well in a multi-cultural environment;
  • Proven analytical capacity, ability to identify needs and constraints, to set priorities and translate them into action; capacity to pursue solution oriented approach;
  • Personal initiative and ability to prioritise, monitor and evaluate progress, and to meet deadlines;
  • Open, flexible personality; team player; willingness to work outside office hours and to travel;
  • A high degree of integrity and the ability to deal with confidential information is required.The position is based in Nairobi for an unlimited duration subject to six- month probation.
    As an indication, the monthly basic salary starts at KShs. 382,956/- (subject to local tax law).
    Benefits, such as additional pension scheme and medical insurance, are offered to employees and their families under certain conditions.
    The position is open to nationals and residents of Kenya with a valid work permit (compulsory).
