CCM (Comitato Collaborazione Medica) is an Italian NGO operating in Burundi, Ethiopia, Kenya, Somalia, South Sudan and Uganda, specialized in the implementation of health-related projects in both humanitarian and development contexts. CCM Nairobi Office is responsible for the coordination of development initiatives carried out in both Kenya and Somalia. Currently, CCM is active in Kenya in Isiolo County, implementing an initiative meant at improving health, hygiene and sanitation conditions of pastoralists groups and local communities in the 3 sub-counties of Isiolo, Garbatulla and Merti, focusing mostly on the support of 15 public primary health care centres. In Somalia, CCM operates in Puntland, partnering the Ministry of Health in the management of Garowe General Hospital. General Information on the Vacancy Location: Nairobi, with regular missions in the project locations Contract duration: 3 months, with possibility of 9 months extension Start date of contract: October 2014
Duties and Responsibilities The position entails specific ToR for the first 3 months of contract (October - December), including:
- The organization and carrying out of a Clinical Need Assessment (CNA) in all the 15 Primary Health Centres supported by CCM in Isiolo County. The CNA will focus in particular on the analysis of the quality of the primary health care services provided by the selected Health Facilities in respect of the minimum standards foreseen by the Kenya Essential Package for Health (KEPH) including: the skills and competences of Health Workers, availability and utilization of updated national clinical protocols and guidelines, availability and utilization of standard tools for DHIS data collection and reporting, availability and correct utilization and storage of pharmaceuticals and medical products
- A research activity, meant at exploring funding opportunities for Health Sector initiatives, based on Kenya MoH and donors’ community policies, strategies and priorities. Upon completion of these first assignments, the Health Advisor shall support CCM providing technical inputs on health promotion and health system strengthening issues. Specifically, the Health Advisor: a) analyses the health needs of the Countries of his /her competences (Kenya and Somalia), b) identifies possible actions considering the local health policies, CCM strategy, Donors priorities, c) prepares projects proposals, and d) supports the Country Representative (CR) and Project Coordinators (PC) in the monitoring of the activities implemented in the Country. (S)he reports to the CR and functionally to the PC and health/technical experts at Head Quarters level. His/her responsibilities include: The analysis of the health needs of Kenya and Somalia through the examination of relevant documents, participation to Health coordination meetings and field visits (including needs assessments, surveys, etc.); The identification and definition of the possible areas of action for CCM, according to the strategies of the Organization; The preparation and/or revision of the project proposals to be submitted to Donors, ensuring the respect of the guidelines and the health system country polices; The support to the Country Representative and Project Coordinators in the planning, execution, monitoring and evaluation of CCM projects; The analysis and verification of the quality of health-related data collected in each project locations, monitors health-care delivery trends and suggest measures/actions to further improve project effectiveness; The facilitation of synergies, collaborations and sharing of best-practices among CCM project areas in Kenya and Somalia to effectively and efficiently implement health activities; The support to the Country Representative and Project Coordinators in the selection and evaluation of relevant human resources; The availability to carry out missions for assessment, M&E or technical assistance purposes in other CCM Countries of operation in the Region (i.e. Burundi); The availability to perform any other task in line with the profile assigned by the Country Representative. Job profile The ideal candidate should have proven knowledge in public health and in the management of development projects, excellent analysis and project writing skills, good negotiations and team working capacities both with local and international partners. The position requires regular field visits to the projects sites (only in Kenya for the first 3 months of assignment, then also in Somalia), high adaptability to rural contexts and the capacity to provide rapid feedback and work under deadline pressure. Mandatory Requirements: University degree in Medicine, Public Health, Social Sciences or other related fields and Post graduate degree in Public Health or related subjects; At least 4 years of relevant work experience in health interventions in developing countries; Proven knowledge of Institutional donors guidelines and procedures (i.e: EU, UN agencies, HPF system etc), excellent capacities in the identification and formulation of projects and good capacity with budgets formulation; Proven ability to work in a multidisciplinary team and availability to travel very often in remote areas with adverse conditions; Strong monitoring and evaluation skills; Knowledge of data collection and analysis methodologies; Proven capacity in projects and human resources management; Very good negotiation, communication and interpersonal skills; Demonstrated capacity to organize the work and to be focused on the achievement of expected results; Willingness to work under pressure and long hours, if required; Proficiency in Microsoft Office; Fluency of both written and spoken English; Preferred Requirements: Fluency in French is an asset; Fluency in Kiswahili and/or Somali language is an asset (Kenyan nationals are encouraged to apply); Past experience in working with NGOs and previous knowledge of Kenya and/or Somalia contexts will be a strong advantage.
