Chief of Party, USAID/OFDA & FFP Somalia Monitoring Project, Nairobi, Kenya

Background:
Social Impact (SI) is a Washington, DC-area international development management consulting firm. We provide a full range of innovative program evaluation, management consulting, technical assistance, and training services to strengthen international development programs, organizations and policies. Our global services are in the areas of democracy and governance, health and education, agriculture, the environment, and economic growth.
Objective:
The purpose of this 1-year contract is to establish a third-party monitoring system to verify and provide independent confirmation of programs in Somalia funded by USAID’s Office of U.S. Foreign Disaster Assistance (OFDA) and Office of Food for Peace (FFP) within the Bureau for Democracy, Conflict and Humanitarian Assistance (DCHA) at USAID. The monitoring system will give OFDA and FFP staff accurate and verifiable information about funded programs. The project is expected to begin fall 2014.
Position Description:
Social Impact is seeking a full-time Chief of Party to provide the team management, guidance, direction, and manage the administrative and technical aspects of this USAID/OFDA & FFP Somalia Monitoring contract. The Chief of Party will be based in Nairobi, Kenya.
Responsibilities:
  • Serve as the Chief of Party, based in Kenya, and will be responsible for the overall management of program implementation and deliverables;
  • Responsible for recruiting, managing and training Field Monitors;
  • Provide technical leadership for and supervision of monitoring staff;
  • Provide quality control and timeliness of all deliverables;
  • Preparation and submission of all monitoring reporting; guidance, and management of the team;
  • Serve as the main interface between OFDA, FFP, and Social Impact;
  • Provide oversight and responsibility for program deliverables and communications, and;
  • Ensure quality oversight of all services and products identified in this contract, and must be able to interact effectively with OFDA, FFP, U.S. Embassy, and local staff.
Qualifications:
  • Master’s degree in international affairs, international development, humanitarian action, economics, social science or a related field;
  • Demonstrated broad experience managing a monitoring and evaluation team;
  • Must have senior level supervisory and/or management work experience including direct supervision of professional staff including staff performance and deliverables and quality monitoring and evaluation of programs.
  • Must have minimum of seven years of senior level work experience overseas relevant to the contract subject matter;
  • Knowledge of leading and managing complex monitoring systems that included significant use of qualitative methods in a conflict context is essential;
  • Experience working on Somalia projects is highly desired;
  • Understanding of relevant programming sectors in Somalia is also highly desirable;
  • Knowledge of relevant U.S. federal regulations and procedures as well as work experience in other conflict zones is preferred, and;
  • Must have excellent oral and written communication skills, analytical skills, interpersonal skills, team management skills and computer skills.
