Position Overview:
The closing date for this position is Tuesday, 20th August 2013The Head of Public Policy and Regulatory Affairs is expected to lead our public policy and regulatory affairs agenda, with special focus on Government Relations, public policy and external stake-holder relations. She/he is expected to support the CEWA PAC Director as well as the EAG PAC leadership team as a strong contributor, especially in the fields of changing legislative requirements and executive level interactions with the different stakeholders.
Key Duties and Responsibilities
- To develop and implement tax/Public policy strategies, lead and participate at forums, improve networks in the field of tax legislation, packaging, nutritional regulations and other topics that have significant impact on the business
- To direct and implement Government Relations plans, projects and activities and align to the Coca-Cola system’s overall business objectives.
- To advise the Bottlers on bottler specific government and regulatory affairs and to continually enhance the capability of the system PAC managers utilizing the Government Relations development framework, in collaboration with the EAG PAC leadership teams
- To be the Center of Excellence for Government Relations for the Coca-Cola system in CEWA by developing the capabilities of all system PAC managers in our bottling system in the area of government relations; to lead and maximize long term profitable volume growth and affordability opportunities through seizing opportunities in the changing economic environment
Financial /Job Scope
- The potential size of tax and regulatory opportunities that the job holder needs to unlock may be in the region of $50mill across the BU.
- In close collaboration with the PAC team (Corporate, Group, BU level), he/she must understand the tax and regulatory issues facing the business and help in developing relevant and efficient strategies to address threats and opportunities
- Engage in a long-term network management culture, to establish trust based relationships with external stakeholders or institutions directly related to the work described in this JD: Understanding that stakeholders have different agendas and priorities with the Company.

Within Company: EAG PAC, CEWA BU President, CEWA PAC Director, Franchise PAC managers, BULT (HR, Marketing , Technical , Finamce, Legal,)
Outside Company:Key Bottlers, Media (national), NGO’s, Ministries/Government agencies/ International Institutions

- Positions and determines the BU’s strategic and high value public policy opportunities and threats
- Leads tax and regulatory initiatives across the BU
- Determines which opportunities the business should invest behind in order to unlock growth
- Understands the business environment sufficiently to take action on all lobbying decisions

Drive innovative and efficient engagement and lobbying processes in dealing with evolving and changing Governments across the BU. Must be constantly monitoring these processes to ensure relevance and sustainability.

- Responsible for the execution of corporate affairs Strategies across the Franchise, and co-creation with BU PAC Dir. in the design of processes and activities, objective setting and follow up, performance evaluations, coaching & feedback
- Execute via coaching and leading franchise PAC managers across the BU
Required Experience/Job Qualifications
Required Experience
- At least 13 years’ experience in Government relations or Public Affairs or related discipline.
- Strong leadership skills: ability to think strategically and lead, inspire and motivate employees to deliver results in a team environment.
- Sound knowledge of the operating environment, including analytical understanding of the policy, regulatory and tax systems and cultural norms and how they impact the Company’s business.
- Strong communication and influencing skills: ability to articulate and persuasively communicate facts through the appropriate medium and achieve desired impact on audiences.
- Multi-tasking and balancing immediate and long term goals: ability to prioritize issues and effectively meet strategic and routine deliverables.
Education RequirementsAt least a first degree in Communications, Public administration or the social sciences
