Job Summary
The senior Technical Advisor (STA), Capacity Building and Pharmaceutical Services will work under Deputy Chief of Party, to implement high quality pharmaceutical system strengthening approaches and capacity building interventions for staff and institutions supporting health commodity management and services in public, private and faith-based sectors in line with MOH and USAID priorities.
The senior Technical Advisor (STA), Capacity Building and Pharmaceutical Services will work under Deputy Chief of Party, to implement high quality pharmaceutical system strengthening approaches and capacity building interventions for staff and institutions supporting health commodity management and services in public, private and faith-based sectors in line with MOH and USAID priorities.
S/he has primary responsibility of demonstrating MSH/HCSM expertise in the provision of technical assistance and response to pharmaceutical services requests; human and institutional capacity needs required strengthening health commodities and services management.
Specifically s/he assists in the design and implementation of technical approaches, tools, workshops and other activities that aim at improving access to health commodity management and delivery of quality pharmaceutical service.
S/he will collaborate with the Ministries of Health, coordinate and leverage with other HCSM technical teams to strategize and/or implement activities that are mutually conceptualized and aligned to MOH priorities and work plans at national and county levels.
Key Responsibilities
• Collaborate with MOH, priority health program staff and other key stakeholders to identify priorities, develop and implement sustainable capacity building strategies for stronger health systems
• Provide technical assistance for harmonizing and mainstreaming of MSH and HCSM approaches and tools for human and institutional system strengthening to strengthen health commodities and services management and promote the delivery of quality pharmaceutical services and care
• In collaboration with the Ministries of Health and other stakeholders, develop and implement pharmaceutical management information systems (PMIS) and appropriate medicine information systems to support monitoring of pharmaceutical service delivery and medicine utilization
• Provide technical assistance for developing or revising national medicine policies, strategic plans and implementation plans.
• Provide technical assistance for operationalization of the national medicine policy/ strategic plans through support for implementation of priority interventions and activities
• Provide technical assistance to MOH and other stakeholders to implement effective systems for medicine use evaluation
• Assist clients to develop appropriate systems to track therapeutic effectiveness and adverse reactions for commodities used in the health system
• Provide technical assistance for the development and implementation of product safety/quality monitoring systems with appropriate involvement of the public, FBO and private sectors
• Support the development and documentation of effective tools and approaches for capacity building, and maintain an inventory of successful strategies and approaches.
• Collaborate with other team members, to design, implement and monitor capacity-building activities for public, private and faith-based sectors.
• Mentor and build capacity of MOH, private and faith based sector staff in health commodities and pharmaceutical management.
• Document and share lessons learnt in the area of capacity building and pharmaceutical services and participate in national and regional conferences as required.
• Ensure adequate support to the MSH and HCSM including representation at meetings, conferences, technical working groups and committees
• Participate in the development of HCSM work plans and budgets as they relate to capacity building and pharmaceutical services activities.

The ideal candidate should have a post graduate qualification in Pharmacy, Medicine or Public Health related field with at least 5 years’ experience in pharmaceutical systems strengthening and capacity building. S/he should have evidence of designing and implementing national country-led and owned strategies including guidelines, essential lists, frameworks, supportive supervision, manual and electronic pharmaceutical management tools and systems.
The ideal candidate should have a post graduate qualification in Pharmacy, Medicine or Public Health related field with at least 5 years’ experience in pharmaceutical systems strengthening and capacity building. S/he should have evidence of designing and implementing national country-led and owned strategies including guidelines, essential lists, frameworks, supportive supervision, manual and electronic pharmaceutical management tools and systems.
Experience in strengthening pharmaceutical management systems including pharmaceutical policy development and implementation, supply chain management, pharmaceutical care and pharmaceutical management information system (PMIS) is highly required.
In addition, s/he should have significant experience in designing and implementation of capacity building and medicine use strategies, experience in strengthening medicine quality assurance and pharmacovigilance systems.
The successful candidate should have excellent analytical, planning, management, and communication skills. S/he needs to be a strong team player with excellent interpersonal, facilitation, relationship-building, negotiating and influencing skills. S/he should work with minimal supervision under tight timelines and be able to travel extensively in Kenya.
