BACKGROUND: CRS Kenya has a strong health portfolio and is looking to expand the portfolio with new funding opportunities. CRS Kenya is looking to pursue funding opportunities from USAID, Global Fund, and other health donors. CRS is looking for a health consultant to work with our health team to prepare for future funding opportunities.
JOB SUMMARY: The health business development consultant will lead health capture work for future health funding. In coordination with the business development manager the health BD consultant will identify priority areas for capture work. The consultant will meet with stakeholders at the national and local level to gather necessary technical input. In addition the consultant will work with the BD manager on proposal recruitment.
Timing: The consultant is expected to begin in January and the expected duration is approximately 3 months.
SPECIFIC RESPONSIBILITIES: Pre-positioning • Stay abreast of trends in the health sector in Kenya and document research on health trends. • Attend relevant technical working group meetings. • Meet with national level stakeholders including the ministry of health, the ministry to gender children and social development, and other key national level health stakeholders. Document all relevant meetings. • Meet with county level stakeholders including county level ministry of health representatives, county health workers, and county-level clinics to understand how devolution is affecting the health sector. Document all relevant meetings. • Meet with civil society stakeholders including international and local NGOs and pursue partnership opportunities. Provide partnership recommendations to the BD manager. • Develop job descriptions and help recruit candidates for upcoming proposals. • Meet with donor agencies as necessary and help identify new funding sources for health programming.
Pursuing Opportunities • As necessary participate in live proposal development. • Draft technical input for technical sections. • Coordinate partnership opportunities. • Recruit candidates and write management sections as needed.

KEY WORKING RELATIONSHIPS: Internal to CRS: Business Development Manager, Head of Programming and all program staff, particularly unit managers. Management Quality staff, particularly Head of MQ and finance manager. All Regional Technical Advisors, Business Development team, particularly Regional Business Development Specialist.
External to CRS: Officials in USAID, and other government organizations; Representatives from for-profit and other non-profit organizations; Representatives of non-traditional public donors including UN, World Bank, and others.
QUALIFICATIONS: • Degree in health or related field. • Strong knowledge of the health sector in Kenya • Experience developing USAID, USDA, State Department, ECHO, CDC, and UN proposals and familiarity with their policies, procedures, and priorities. • Both contract and cooperative agreement experience preferred • Minimum five years of professional NGO experience working in a developing country managing US Government funded projects in integrated community development in HIV/AIDS, malaria, nutrition, social protection, or other health sector. • Exceptional communication skills and superior writing ability. • Demonstrated successful experience in project design with local partners through participatory processes. • Strong representation skills. • Strong analytical and conceptual skills. • Experience with and commitment to working in a team structure. • Strong computer skills (Word, Excel, Outlook, PowerPoint) required, preferably experience with Microsoft Publisher. • Demonstrated cost application development skills; extensive experience with proposal budgets and budget notes. • Experience with consortium development and competitive partnership building. • Excellent communication and interpersonal and networking skills required.
