Research Coordinator for Applied Research Dry Lands

Position Title: Research Coordinator for Applied Research Dry Lands
Position Grade: P3
Duty Station: Djibouti
Organizational Unit: Agriculture and Environment Division

DUTIES AND RESPONSIBILITIES:

Under the overall guidance of the Director of Agriculture and Environment the research Coordinator for dry land applied research shall coordinate IGAD’s applied Research in Dry Lands programme under IDDRSI (IGAD Draught and Disaster Sustainability Initiative. She/he shall:

1.    Provide leadership in promoting applied research by identifying research priorities  in consultation with relevant institutions and researchers in member states as well as IGAD specialized institutions; featuring themes and issues of key importance to the implementation of the IDDRSI Strategy, including food security and drought resilience in the region

2.    Continuously develop and coordinate the Applied Research in Dry lands Programme, notably the three principal elements of:

- Organising and implementing the Applied Research in Dry lands Dialogue Forum
- Managing partnership arrangements with member state research institutions 
-Advertising and awarding Dissemination Grants according to established criteria to effectively communicate lessons learned to relevant target groups

3.    Work closely with the IGAD Specialised Institutions, especially, the IGAD Centre for Pastoral Areas and Livestock Development (ICPALD), in the promotion of livestock and dry land development including eco-and bio-enterprises in arid and semi-arid lands in the IGAD region, and the Sheikh Veterinary School (STVS), in researching model farms, undertaking pilot studies and training extension agents

4.    Develop regional schemes for the mobilisation of applied research scientists, including awareness creation and inspiring interest in scientific research 

5.    Promote networking, collaboration and competition between researchers and regional institutions in dry lands research - in Centres of Excellence and beyond

6.    Report on progress of ARD Programme to the Steering Committee of IDDRSI and through the reporting mechanisms stipulated in the Joint Financing Arrangement signed by IGAD and Pooled Fund Partners

7.    Monitor and evaluate applied research activities and innovations in the region.

8.    Provide a Secretariat support to the Research Dialogue Forum and related networks.

Minimum Qualifications

Educational qualifications:

•    Masters Degree or higher in natural science, veterinary, agriculture, agricultural economics, agricultural extension or similar field from an internationally recognized university or have evidence of other postgraduate training involving research related to dry lands.

Work experience:

•    Minimum of 10 years of working experience relevant to research in agriculture, rural development and dry land resources management, or policy and strategy development, with direct involvement in project planning, supervision, monitoring, coordination and implementation of which at least 5 years should have been at management level, preferably in an international setting.
•    Previous experience working in conducting research investigation for government, university or research institutions, preferably with field experience

•    Knowledge of the IGAD region, policies and programmes will be an added advantage.
Experience in administration and human resources management and project planning and management will be an added advantage.

•    Proven experience preparing strategic plans and research project proposals and conversant with the project cycle.
•    Familiarity with value addition in areas of production along the various livestock value chain, small-scale industries, innovations and technologies, renewable energy systems and/or water harvesting technologies would be an added advantage.
•    Ability to demonstrate leadership and proven ability to manage complex programmes and achieve results.
•    Extensive knowledge and experience in the Horn of Africa region
•    Experience with multi-lateral development institutions in implementing donor funded projects with an understanding of field aspects of development projects
•    Excellent communication skills and be proficient in both written and spoken English. Good knowledge of French will be an added advantage

Skills and Competencies: 

•    Computer literacy and capacity for computer applications in project management;
•    Working knowledge of policy analysis and development, and programme/project management, implementation and monitoring;
•    Good planning and organizational skills
•    Management experience, including excellent interpersonal skills and ability to organize and motivate others, and to work in a multi-cultural environment;
•    Excellent drafting and reporting skills;
•    Good communication and negotiating skills; including ability to communicate effectively and appropriately with different levels of government officials, development partners, private sector and farmers.
•    Experience in work involving international partners

Language requirements:
Fluency in the English language knowledge of French will be an added advantage

Tenure of Appointment:  One year renewable subject to availability of fund and performance
Expected time to start duty: January 1, 2014
