Knowledge Management and Learning Coordinator (East Africa Resilience Learning Project )

CARE International seeks a Knowledge Management and Learning Coordinator for an upcoming knowledge management (KM) and learning activity entitled the Resilience Learning Project.
The expected five- year project – to be managed by USAID /East Africa -- will seek to break the cycle of droughts and humanitarian emergencies in the Horn of Africa ( including Kenya, Ethiopia, and Somalia) by improving drought resilience policy and programming within USAID, USAID regional projects, national partners and regional partners (such as IGAD and its member states).
The Coordinator will be responsible for enhancing mutual learning and KM activities on resilience through such activities as peer learning networks; resilience research and innovation dissemination; KM intuitional capacity building; developing/testing/documenting humanitarian and development models; synthesizing evaluations / conducting meta evaluations; addressing gender empowerment issues in the context of the HoA. The Coordinator will create and oversee knowledge management and learning systems needed to organize and share information in support of resilience efforts in the region. S/he will support the adoption of effective models and monitor the integration of programs across sectors. This will be a full time position based in Kenya that will involve travel to neighboring countries.
Responsibilities: • Work under the supervision of the project Chief of Party to strengthen the capacity of local partners to translate learning to programmatic interventions. • Provide overall technical leadership and direction for the project’s knowledge management and learning activities with particular responsibility for advancing a gender empowerment agenda and supporting the effective integration of humanitarian and development responses appropriate to the HoA context. • Develop and advance USAID’s learning agenda to guide program interventions. • Lead consultations and research with implementing partners and other USAID stakeholders to better understand the design, casual pathways and implementation conditions underlying promising program results. • Identify and establish working relationships with national and regional NGOs, academic and research institutions which would serve as part of a development learning and knowledge management community-of-practice. • Facilitate constructive dialogue to improve the direction of interventions, e.g., bring partners/stakeholders together for discussions to ground-truth and elaborate on the data and analyses from evaluation activities. • Facilitate peer learning opportunities, and collaborative networks to learn about effective new technologies, innovations, and implementation models. • Establish a network of key stakeholders and organize periodic opportunities for USAID to interact with representatives for the purpose of improving learning and performance. • Foster contacts with other USAID Missions and organizations advancing similar programs to promote learning. • Mange research projects, organize workshops and other innovate learning forums and opportunities. • Identify opportunities to pilot test innovative approaches and expand on research findings. • Capture and share tacit knowledge based on partner experience and observation.
Qualifications: • 8 - 10 years of progressively responsible, professional-level experience in organizational or action learning, development and/or knowledge management. • Master’s Degree or higher a field related to organizational learning or development assistance • First-hand experience with monitoring and evaluation activities within complex international development contexts. • In depth knowledge of the HoA context • Demonstrated understanding and experience in developing and leading knowledge management programs, facilitating communities of practice and social networking, and knowledge of USAID’s Collaboration, Learning and Adaptation (CLA) approach. • Exceptional communications and interpersonal skills, including written, in-person/presentation, and facilitation skills applied within multi-cultural contexts. • Demonstrated management and coordination skills - and the ability to build and administer teams of U.S., third country and local experts. • Strong communication, writing and proficiency in MS Office • Excellent team management and interpersonal skills • Fluency in English (speaking, reading, writing) • Right to live and work in Kenya • Willingness to travel within the region
