Consultancy FOR DEVELOPMENT OF MONITORING, EVALUATION AND RESEARCH FRAMEWORK FOR OPEN SPACE LITERACY (OSL) PROJECT
OSL is a consortium program made up of Plan International (http://plan-international.org), SOS Children’s Villages International (http://www.soschildrensvillages.org), and NetHope (www.nethope.org)
OSL aims to help reduce illiteracy, and by extension, contribute to lifting a new generation of children out of poverty. The program objective is to improve the literacy skills – specifically reading and writing – of children in early grades (1‐3) in 300 schools in Kenya, through learner‐centered teaching methods, broad‐based and inclusive teacher training, quality digital and non‐digital content in English and mother‐tongue languages, active community and government participation and integrated use of mobile technologies. The five‐year program will directly impact more than 135,000 children.
Qualifications and Technical Expertise
The assessment requires the consulting firm/persons with capacity to undertake the development of the framework and participatory assessment tools to have these qualifications: Master’s degree in Education or Monitoring and Evaluation, Proven experience on Monitoring, research and evaluation in education in the last 4 years, Demonstrated experience in project/program management at national level, A minimum of 5 years working experience with Primary Education issues, Knowledgeable in Rights Based Approach to development and child right issues and policies in Kenya, Proven experience in designing of M&E frameworks and data collection, data analysis and report writing on a monitoring, evaluation and research approach, Proven experience in qualitative and quantitative baseline/research studies with superior analytical skills, Excellent oral and written English, Excellent analytical and report writing skills, Proven experience in child centred methodologies, Excellent interpersonal and team work skills, Computer proficiency with good knowledge of Windows environment and statistical packages preferably Statistical Program for Social Sciences (SPSS).
