Reporting Officer – Nairobi

MISSION
Kenya
In Kenya, SI is implementing a Water Facility project funded by EuropeAid until March 2014. SI is currently developing a resilience/DRR project until March 2016 funded by DFID. Both projects are implemented in Marsabit County.SI is currently seeking to resume its food security programme (sack gardening) in Nairobi slums and to pursue a DRR project in Mandera county (in remote management due to high level of insecurity).
Somalia
SI has been implementing projects in Southern Somalia since 2007. SI’s programme in Somalia focuses on resilience building and emergency response in the sectors of WASH and Food Security/Livelihoods. SI is present in Galgaduud, Gedo and Lower Juba regions. Due to insecurity, Somalia is not accessible for expatriates and all the programmes are managed through a remote management set-up.
Mission organization:
The Kenya/ Somalia mission does not follow a classic set up. There are two different missions followed by the same coordination team. Kenya and Somalia contexts are different: even though security can be volatile in some part of Kenya, access is still possible whereas it is completely restricted in Somalia. External actors (INGOs, LNGOs, donors, authorities, forums, etc.) are completely separated for Kenya and Somalia missions: it therefore multiplies the workload of the coordination team. Somali mission is managed in remote: no movements from the coordination team are possible inside Somalia to meet and train the teams, visit the projects unless for Somali nationals.
This new position is being created to improve the quality of reporting and proposal writing and therefore alleviate the work load of technical coordinators. It will also help improving in house capacity building and training on reporting and proposal writing issues as well as developing the mission’s communication strategy.
The Reporting/ Communication Officer will be under the supervision of the Monitoring and Evaluation Coordinator and will work closely with the field teams – Field Coordinators, Programme Managers – and with the coordination programme team – WASH and Food Security/Livelihoods Coordinators. He/she will work with the Head of Mission on developing the communication strategy and drafting the Mission annual strategy.

Main Working Location:
Nairobi with occasional travel to field sites in Kenya. Nairobi is a relatively safe city, although precautions must be taken, especially at night time and during peak times (especially week-ends) in the shopping malls and other concentration areas for expatriates. Main risks are from vehicle accidents, mugging, and vehicle hijackings.
Current Field Visit locations and their security context:
  • Marsabit: Security risks in Marsabit are generally low, but the risk from vehicles accident is more elevated that in Nairobi. There is also a moderate risk of banditry on some routes in Marsabit.
  • Dadaab (Kenya) support base (supporting Lower Juba programme): Elevated risk of abduction compared to the rest of Kenya, but SI’s office/accommodation is located in the main UNHCR camp compound, which is considered very secure. Security clearance must be given in order to access the area.
  • Other locations in Somalia: the mission is currently assessing new meeting points inside Somalia or at the Kenya border in order to mitigate consequences of the remote management. The candidate must be aware that he/she may have to go to these meeting points.
PROFILE SOUGHT:
Education:
  • Masters degree preferably in social sciences, international relations and/or development or other relevant discipline
Experience:
  • At least 1 year of related work experience, preferably for an International Non-Governmental Organization (INGO) at headquarter or on the field in Programme departments;
  • Successful experience in reporting and proposal writing;
  • Experience in remote management settings will be an asset;
  • Experience in training and capacity building;
  • Skills and/or experience in reporting on WASH and Food Security/ Livelihood activities is an asset.
Technical skills and knowledge:
  • Good knowledge of donors’ reporting guidelines (ECHO – OFDA) ;
  • Good knowledge of the Project Cycle Management;
  • Excellent organizational skills: ability to work independently & productively in a fast-paced environment;
  • Excellent writing skills,
  • Ability to synthetize information;
  • Good interpersonal and communication skills: ability to effectively liaise with a variety of people in a multi-cultural environment;
  • Good computer skills : MS products (WORD, EXCEL, Power Point, Publisher), Internet
    Languages:
  • English: Fluent with excellent writing capacities
  • French: Fluent with excellent writing capacities
Other desirable qualities:
  • Calm, diplomatic;
  • Flexible work attitude and proactive : ability to work productively in a team environment;
  • Strong capacity to work with initiative and without close supervision;
  • Ability to work independently, set priorities and meet deadlines;
  • Fast learner, multitasking;
  • Ability to deal with heavy workload and constantly reassess priorities.
STATUT :
Voluntary post: According to experience from 800 euros gross per month, plus 10% annual leave allowance paid monthly, and a monthly Per Diem of 700 USD.
Solidarités International will cover accommodation and travel expenses from the expatriate’s home country to the site of the assignment.
  • Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
  • Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs).
During the assignment, the expatriate is entitled to R&R every three months: one week at three and nine months (with a 500 euro allowance) and two weeks at six months (with a plane ticket back home covered by Solidarités).
MISSION DURATION : 6 months. Desired start date: 01/02/2014
