- Post-graduate degree (min Masters' level) preferably with a specialisation in human resources
- minimum 10 years of work experience
- experience of work in a developing or emerging countries.
Specific experience in one or several of the following fields:
1. Support to the Ministry of Health - at central or decentralised level - for the managment of the human resources:
- organisational audit of human resources department (divisions/tasks/procedures)
- re-organisation of the Ministry of Health or of its HR department
- organisational development and change management
- creation / management of a HR department
- programming of activities to support the HR division
- strengthening the capacities of the Ministry of Health
- design of HR management tools
- analysis and mapping HR management processes
- training in management planning of jobs and careers
- design of a package of incentives for health human resources.
2. Training engineering:
- evaluation of skills, analysis of functions
- design and implementation of a training plan
- initial and continuing training for health professionals.
3. Information systems for the management of health human resources. |
