CONSULTANT VACANCY ANNOUNCEMENT
Issued: 22 January 2014 PROJECT Urban Legislation Unit POST TITLE: Consultant (Urban Law) DUTY STATION: Nairobi DURATION: 6 months STARTING DATE: 15 February 2014 VACANCY CLOSING DATE: 3 February 2014
  1. Background
The United Nations Human Settlements Programme, UN-Habitat, is the UN agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. The Urban Legislation Unit, within the Urban Legislation, Land and Governance Branch of UN-HABITAT, has the mandate to promote enabling legislation adequate to meet the challenges of rapid urbanization. UN-Habitat recognises urban law as one of the foundations of effective urban management and development. Well formulated law based on sound policy supports effective implementation. It creates a stable and predictable framework for both public and private sector action, and can guarantee the inclusion of the interests of vulnerable groups while also providing a catalyst for local and national discourse. UN-Habitat’s work on Urban Law operates on several levels: • Developing programmes among UN-Habitat branches and offices, as well as other partners, to deliver integrated packages of assistance for urban development. • The development of innovative approaches, tools and methodologies to particular problems in urban law reform. • The creation and sharing of information about urban law.
In undertaking this work, UN-Habitat places a priority on practical interventions that are tailored to national and local contexts and needs. Of necessity, these priorities depend upon effective partnerships with local authorities, local experts and affected communities. Through this approach, UN-Habitat provides the support local and national governments need to incrementally improve their urban legal frameworks while also developing innovative solutions to shape future urban development.
  1. Responsibilities and Outputs
The main objective of this consultancy is to support the work of the Urban Legislation Unit in the following areas: - Support the Unit in providing technical assistance to member states and local authorities in regard to assessing, developing, reviewing and implementing urban laws; - Support the development of urban legal tools and the production of guidelines for their implementation. - Assist in carrying out research and studies on a range of urban legal topics; analyse and present the data gathered from diverse sources; contribute to written outputs e.g. draft background papers, analysis, sections of reports and studies and inputs to publications - Assistance in the population and maintaining of HabLex urban law database; - Assist in organizing expert group meetings, consultative and other meetings and conferences; support outreach activities; - Assistance in maintaining the Urban Legal Network for the exchange of ideas and knowledge on urban law.
The consultancy will start on 15/02/2014 and end on 15/08/2014 for a total of six months.
  1. EDUCATION
Advanced university degree (Master’s degree or equivalent) in law. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
  1. WORK EXPERIENCE
The consultant should have the following competencies and experiences:
• Knowledge of, and ability to apply, legal principles, concepts and procedures and terminology for review, examination, and processing of a range of legal documents. • Knowledge of policy formulation and analysis theories, legislative drafting (national or subsidiary) and legislative scrutiny (pre and post). • Theoretical background and expertise in urban law issues including planning laws, right to the city and inclusions of marginalized groups, environmental decision-making in urban development, local law making, etc. • Knowledge of various legal research sources, including electronic, and ability to conduct research and analyze information on a wide range of legal issues. • Ability to interpret and apply legislative instruments, develop and present results, recommendations, and opinions clearly and concisely. • At least 3 years of relevant professional experience. • Previous experience as consultant for the United Nations or other International Organizations is an asset.
  1. LANGUAGE SKILLS English and French are the working languages of the United Nations Secretariat. For this consultancy, fluency in oral and written English is required.
  2. OTHER SKILLS  Excellent analytical and conceptual writing skills  Excellent drafting and editing skills  Excellent communication skills
  3. REMUNERATION Payments will be based on deliverables over the consultancy period. There are set remuneration rates for consultancies. The rate is determined by functions performed and experience of the consultant. The fees will be paid as per agreement.
