Purpose of the Position:
The position is responsible for providing technical leadership and support in the implementation of disability project. He/she will ensure the Acceleration of Core Competencies for Effective Wheelchair Service and Support project interventions in Kenya. He/she will provide supervision to the Technical Specialist, Design Monitoring and Evaluation. This project is designed to foster enabling environment toward effective wheelchair service and management, expand wheelchair service provision and deliver WHO Basic and Intermediate training to wheelchair service personnel. The Program Officer will be responsible for coordinating all project activities in Kenya across five counties (Machakos, Kisumu, Nakuru, Kajiado and Nairobi). He/She shall receive support from the Project Director based in the USA.
He /she will be expected to communicate World Vision’s Christian ethos and demonstrate a quality of spiritual life that is an example to others.
Programme Coordination and management 40%
- Provide overall coordination, management and strategic direction of wheel chair project in Kenya
- Provides technical support to staff, partners and the local community to respond to new and emerging issues on disability including integration of other cross cutting themes (e.g. gender, child protection and Christian commitment) into disability programming.
- Maintain close communication with Project Director, based in Washington, DC, to ensure Kenya’s is aligned to strategic goals and objectives of the project.
- Ensure timely project implementation across the five counties
- Ensure the disability project is integrated to WVK mainstream programmes across the Five counties of the projects operation the AD
- Disseminate core documents on national and international policies for disability mainstreaming to staff , partners and local communities
- Devise and implement advocacy initiatives that will ensure respect for and protection of persons with disabilities.
Capacity Building for Quality Programming 20%
- Develop Disability Mainstreaming Strategic implementation guidelines that will be used for mainstreaming disability across the five counties as per WHO guidelines and more so on the provision of manual wheelchairs in less resourced settings
- Facilitate training of CVA groups in five counties on education and health standards with a bias on physical disability
- Facilitate Stakeholders national and county level Trainings on issues of disability and wheelchair service delivery.
- Deliver formal training to project and ADP staff, partners and the local community to promote awareness, sensitivity, and knowledge regarding access for disabled individuals
- Support the development of training materials in line with the identified disability needs for staff, partners and communities.
- Facilitate engagement of CVA groups and link them to wheel chair service providers.
- Facilitate dialogue and accountability forums with various stakeholders on issues of disability ( community, CVA groups, service providers, the county government, churches and school)
- Develop community friendly information pack for engagement in Disability legislation and wheelchair user education
- Provide support to mentor ADP, regional and national staff on Disability issues for increased disability mainstreaming
Monitoring and Evaluation 30%
- Support the M&E Officer to conductbaseline surveys/assessments/situational analysis on disability needs, community perception and key statistics that will guide project decision making across the five counties
- Monitor implementation of disability strategies within the WVK programming and ensure alignment with WHO guidelines.
- Ensure disability mainstreaming interventions are captured and reported on well-being targets reports
- Prepare and submit timely program reports as per the schedule and guidelines provided by the donor and WVK.
- Conduct abaseline survey in 5 locations to inform on the disability needs, community perception and key statistics that will guide project decision making
- Monitor implementation of disability strategies within the WVK programming and ensure alignment with WHO guidelines.
- Work together with other five-country consortium to develop monitoring system and evaluation data on the disability welfare in the project sites
- Take lead in the documentation and sharing of best practices on disability mainstreaming and the dissemination of any project technical reports.
Engagement and Networking with Strategic Stakeholders 10%
- Networking with disability agencies and other community organizations providing services to persons with disabilities- participates in all network meetings
- Represent WVK in all key strategic forums relating to disability; national, regional and occasionally in international.
- Partner with like-minded partner to mark key advocacy dates
- Support WVK’s participation and engagement in development of national policies and strategies to influence policy issues for persons with disabilities.
- Increase the visibility of WVK on disability by maintaining active engagement of local groups across the five counties.
Corresponding Responsibilities:
- Ensure project compliance with USAID rules and regulations and WHO Guidelines on the Provision of Manual Wheelchairs in less resourced settings
- Develop /or establish needed tools and methodological approaches for disability mainstreaming project assessments/evaluations
- Ensure provision of appropriate technical support needed for all ADPs Project Officers in 5 counties to implement, report on and evaluate disability integration in other sectors in accordance with LEAP/STEP/HORIZON/WVDPA/CWBA and /or other partnership and donor standards
- Maintains In-depth knowledge of current international legislation and national and local issues affecting access for children/persons with disabilities
- Once in a while collaborate with other QA technical specialists to provide the regions with the appropriate technical orientation needed to achieve disability mainstreaming in the proposed child and community well-being outcomes.
Relationships:
Project Director: Program Officer reports indirectly to the project director who will be housed in the WVUS office in Washington, DC.

Qualifications: Education/Knowledge/Technical Skills and Experience:
- Bachelor’s degree in Community Based Rehabilitation, Special Education, Counseling, Social Work, Gender
- At least five years’ experience coordinating community programmes in an International NGOs/national NGO, preferably working with children/people with disabilities. Good understanding of Designing, monitoring and evaluation will be an added advantage.
- Good knowledge of human right base approach specifically in relation to persons with disability, social justice and gender equity.
- Excellent skills in writing(reports, proposals and concepts),capacity building ,supervision and engagement
- Complete compatibility with WV’s Mission, ethos, policies and Core Values
- A working knowledge in computers especially MS Office (Word, Excel and PowerPoint), graphic presentation and internet skills will be an added advantage.

Working Environment / Conditions:
- Office based environment with frequent and extensive travel to the field and within the networks;
- Travel required: 70% domestic travel is required
- On call to serve on emergency and crisis response team and;
- Available to serve on other teams and task forces as appropriate.
