Kisumu City County Consultancy Services for the Development and Execution of a Change Management Strategy

Kisumu County Government Expression of Interest for Consultancy Services for the Development and Execution of a Change Management Strategy for Kisumu City County
Purpose of the Assignment
The purpose of the assignment is to serve as a Change Management Strategist to the Kisumu City County which will involve developing and supporting the implementation of a Change Management Strategy for the County.
This will also include facilitating capacity building of the County Executive Members to enable them effectively deliver on the County’s strategy and mandate.
 
Scope of Work
Based on the above, the County is seeking services of a consultant to undertake the following:
1. Develop a Change Management Strategy and Implementation Plan for Kisumu City County
2. Develop and align the Human Resource strategy to the change management strategy to ensure it positively impacts on the deliverables.
3. Propose any tools to enhance the desired and expected behavioral change among the staff of Kisumu City County
4. Propose any tools to enhance engagement of various stakeholders including public participation
5. Propose any tools to enhance M&E of the program to ascertain its impact
6. Incorporate financial and legal framework into the Change Management Strategy to ensure that it is carried out within the stipulated acts of parliament
7. Work with the Kisumu City County departmental team to streamline the various business processes for the County based on the Change Management Strategy plan for the duration of the consultancy. This will include developing tailored internal and external change champion roles to support various initiatives being executed by KCC during the duration of the consultancy
 
Duration of Consultancy: 24 Months
1. A Change Management Strategy Plan for Kisumu City County with its implementation Plan
2. Training for KCG staff on the desired behavior, vision, mission and strategic objectives, and how to portray the expected working culture
3. Execution of the change Management plan for the duration of the consultancy
The interested firms MUST meet the following minimum criteria as outlines below.
  1. A copy of registration certificate
  2. PIN/VAT registration
  3. Tax Compliance Certificate.
  4. Names and CVs of Key staff
  5. Reference from 3 firms
  6. Physical address
  7. Demonstrate having successfully carried out similar tasks.
  8. Valid Business Permit
Application Procedure
Expression of interest must be delivered in written form to the address below before close of business on 15 January, 2014.
