This position is contingent upon funding Description: Pact seeks a Technical Director for an anticipated Kenya Integrated Water Sanitation and Hygiene (KIWASH) program in Kenya, focused on strengthening governance for resilient and sustainable management of WASH services and water resources, in addition to institutionalizing catalytic models of sustainable service delivery. S/He will be responsible for leading the technical activities of the program, including assisting in the design of the program, monitoring of the program and liaison with local partners and building local partner capacity in WASH. The Wash Technical Director will supervise a team of technical advisors and ensure coherence between the KIWASH components. Strong candidates will have at least 8 years of experience working in a technical or program management role on WASH projects, with at least 3 years in a technical advising role. Specific Duties and Responsibilities:
- Provide leadership to technical program design, monitoring, implementation and reporting;
- Documenting and disseminating lessons learned, and advising in-country staff on technical and implementation issues. S/he will ensure the project is meeting technical quality standards.
- Provide strategic input for the program in technical areas such as coordination and governance, water supply, sanitation, and hygiene promotion and capacity development;
- Apply Pact, Kenyan, and international best practices in WASH programming;
- Communicate WASH concepts clearly to a variety of audiences and build the capacity of others in WASH strategies;
- Coordinate implementation of the project activities with other Pact programs to ensure synergy and maximize impact;
- Capture lessons learned for the program and disseminate results to staff and partners;
- Identify capacity development needs and supervise and mentor project staff;
- Maintain a strong and wide network with key partners and stakeholders, and participate in relevant technical working groups.
- Manage field implementation including supervision, quality control and contract management. Qualifications:
- At least 8 years of experience working in a technical or program management role on WASH projects, with at least 3 years in a technical advising role.
- University degree required; Masters Degree preferred, in engineering, hydrology, health or related subject.
- Demonstrated experience with similarly complex projects in African countries, involving coordination with multiple programs, and partner institutions. Strong preference for experience in East Africa.
- Demonstrated experience with current best-practices in WASH and proven experience in their application.
- Excellent team builder/leader, able to relate with others across professional and cultural boundaries.
- Experience supervising and mentoring direct-reports.
- Commitment to local capacity building and the ability to engage local stakeholders in project design and implementation.
- Strong coordination, project planning, and communication skills.
- Demonstrated experience in coordination and collaboration with a broad set of stakeholders, including multi-lateral and international donors, Government, and local and international NGOs.
- Excellent English written and oral communications skills.
