Deputy Country Director Program - Nairobi

The Deputy Country Director in charge of programs supports the Country Director in development, implementation and monitoring of operations.
He/she is responsible for overseeing the development of high quality, innovative humanitarian/post-crisis/recovery/development programs focused on increasing resilience of the vulnerable communities of Kenya and Somalia.
Context of the position
The DCD program should:
  • encourage the development of tools to trigger regular needs assessment, activities assessment to develop new projects (today this is not done);
  • ensure that the monitoring of the humanitarian situation in the field is done, regularly, that analysis is provided in order to trigger humanitarian interventions or to advocate for fundings/ interventions;
  • ensure that a planning of staff capacity building is implemented and regular trainings are provided;
  • ensure that innovative ideas are followed up and assessments are done accordingly.

  • assess the need to develop the M&E department;
    This position is the final steps to create a program department that will be directly under the responsibility of the DCD program.
Structure:
  • The DCD will supervise the Program department composed of: 1 WASH coordinator + 1 Food security and livelihood coordinator + 1 reporting officer + 1 M&E assistant
  • The DCD program is directly under the supervision of the CD. He has a strong functional link with the DCD Kenya and the DCD Somalia.
Brief overview of SOLIDARITES INTERNATIONAL work in the country: The Kenya/Somalia mission was started in March 2007 and currently includes the following intervention areas: Marsabit county in Kenya and south central Somalia. SI implements programs in WASH, food security for emergency situation to build up the resilience capacity of the most vulnerable.

Specific context of the area in which the expatriate will be working
Main Working Location: Nairobi with occasional travel to field sites in Kenya and Somalia if the security situation allows.
Profile sought:
Education:
  • Master degree in a relevant discipline
Experience:
  • At least 5 years of field experience with NGOs in program management in WASH or food security and livelihood sectors
  • At least 2 years of field experience with NGOs in program coordination in WASH or food security and livelihood sectors
  • Experience in developing humanitarian (emergency) and resilience projects
  • Experience in remote management an advantage
  • Solid experience of developing and managing monitoring, evaluation and learning systems
Technical skills and knowledge:
  • Strong expertise in resilience and emergency program required
  • Strong working experience in ASAL areas
  • Proven ability to lead projects and proposal development teams
  • Previous working experience with SI is an asset
  • Good knowledge of donors procedures
Transferable skills:
  • Very comfortable with standard office software and internet research.
Languages:
  • English: Fluent with excellent writing capacities
  • French: Working knowledge is an asset
  • Somali: knowledge of Somali is an advantage
Other desirable qualities:

CONDITIONS
Salaried post: According to experience from 2100 euros gross per month, plus 10% annual leave allowance paid monthly, and a monthly Per Diem of 700 USD.
Solidarités International will cover accommodation and travel expenses from the expatriate’s home country to the site of the assignment.
Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs).
During the assignment, the expatriate is entitled to R&R every three months: one week at three and nine months (with a 500 euro allowance) and two weeks at six months (with a plane ticket back home covered by Solidarités).
MISSION DURATION: 1 year. Desired Start Date: 1st April
